Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 24, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the appointment of Tammy Dugger to represent Lincoln County for the South Central Planning, Exercise and Training Region. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign the right of way application submitted by Dawson Public Power District. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve the addition of securities by NebraskaLand National Bank as pledged to the County Clerk. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve and authorize the Chairman to sign the County /City Lottery renewal applications for 2014-2016. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as Becky McDaniel representing the County Treasurer.

No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle tax exemption applications submitted by Goodwill Industries and Maria Evangelical Lutheran Church as recommended for approval by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the motor vehicle tax exemption application submitted by Riverside Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization recessed at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.
Cameron Craig and Gary Brinker from the Nebraska Department of Roads appeared to discuss the upcoming Highway 83 Project and right of way. They are looking at a fall bid letting and then construction beginning in the spring of 2015. As part of this project the sidewalks will be replaced from 1st to 6th Street.
To accommodate large truck turning movements they will need to move a monument and flag pole on the northwest corner of the courthouse square. Right of way negotiations will include reimbursement for relocation of these items.
The proposed map for relocation was presented. Commissioner Hewgley stated he thought the American Flag should be in the center instead of on the side as proposed.
Commission Deterding expressed concern about construction during NebraskaLand Days.
Also discussed was the box tunnel that runs under Highway 83 from across the street to the courthouse. NDOR would like to see it abandoned and removed and replace it with conduit tubes at NDOR’s cost.
Commissioner Hewgley stated that he would like to see the county keep the tunnel for access to buildings across the street.
Deterding suggested PVC tubing with room for expansion.
Commissioner Hewgley asked about the county running a conduit through the tunnel now at our cost. Then if the tunnel caves in at some point we would be covered. This would still allow access as we don’t know what it might be needed for in the future.
Craig commented that this is a full construction of Hwy 83 so this would be the time to abandon the tunnel.
NDOR representatives stated that relocation of the flag pole and monument is a more timely issue at this point so permitting can be started. Further discussion will be needed concerning the box tunnel.
Motion by Hewgley to approve declaring the county’s scrap auto gates in the Lincoln County Department of Roads to be surplus property, which is obsolete or unusable by the county. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve to set the value at $150 each or $300 total for the surplus property (scrap auto gates) located at the Lincoln County Department of Roads. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize Jerry Hitchcock, to sell the surplus property (scrap auto gates) to Gene Holmes for $150 each or $300 total, contingent on the total value of the surplus property (scrap auto gates) being under $2500. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and set March 24, 2014 at 10:00 A.M. to accept bids for Project C56-(1308) Fox Creek Bridge. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the March 3, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, March 10, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
