Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 24, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 24, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Roethemeyer to approve and declare a 1989 Ford

econoline cargo van (mobile equipment), inventory item of the Building & Grounds

(Inventory #01599), to be surplus mobile equipment, which is obsolete or unusable by

the County. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”.

Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve to place a value of $750 on the surplus mobile equipment (1989 Ford econoline cargo van), which is obsolete or unusable by the County. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

Motion by Hewgley, seconded by Roethemeyer to approve and authorize Dan Manookin, Building & Grounds Director, to advertise the surplus mobile equipment (1989 Ford econoline cargo van), for sale in the local papers with a price of $750 or best offer to end April 17, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

Commissioner Hewgley stated he did not think the brush or cab to the Grasshopper mower is obsolete or unusable by the County.

Motion by Roethemeyer, seconded by Hewgley to approve declaring a brush and cab that are accessories to a 2009 Grasshopper 723T zero turn mower, inventory items of the Building and Grounds, to be surplus personal property, which are obsolete or unusable by the County. Upon roll call vote Roethemeyer and Deterding voted “aye”. Hewgley voted “nay”. Motion carried.

Motion by Roethemeyer, seconded by Hewgley to approve value to place on surplus personal property or properties (brush and cab), which are obsolete or unusable by the County in amount of $1000 for the brush and $500 for cab. Upon roll call vote Roethemeyer and Deterding voted “aye”. Hewgley voted “nay”. Motion carried.

Motion by Roethemeyer, seconded by Hewgley to approve and authorize the sale of the surplus personal property (brush and cab – accessories to a 2009 Grasshopper 723t Zero Turn Mower), each having a value of less than $2500, which is obsolete or unusable by the County, by means (ways) allowed under Neb. Rev. Stat. Section 23-3115 and authorize Dan Manookin, Building & Grounds Director, to list the items with Big Iron Auction to be sold. Upon roll call vote Roethemeyer and Deterding voted “aye”. Hewgley voted “nay”. Motion carried.

 

Lisa Burke, Executive Director, and Clarine Eickhoff, of the Advisory Committee, appeared to give a brief update on the temporary location of the North Platte/Lincoln County Visitor’s Bureau office.

 

The advisory committee is researching options for a new location that can be leased. They are taking a financially responsible approach toward the permanent location of the NP/LC Visitor’s Bureau and working on identifying the best location for the office.

 

Motion by Roethemeyer, seconded by Hewgley to approve declaring scrap iron located at the Lincoln County Department of Roads, to be surplus property, which is obsolete or unusable by the County. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve a value of $150 a ton on the surplus property (scrap iron) located at the Lincoln County Department of Roads. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve and authorize Jerry Hitchcock, Lincoln County Highway Superintendent, to sell the surplus property (scrap iron), which is obsolete or unusable by the County, to Alter Metals for $150 per ton, contingent on the total value of the surplus property (scrap iron) being under $2,500. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays ,none.

Advance notice and the agenda for the March 31, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, April 7, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
