Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 12, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee reports submitted by County Treasurer and County Sheriff. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the Blue Cross/Blue Shield of Nebraska subgroup renewal application for 2014 for health & dental insurance. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 12, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle tax exemption application submitted by Region II Human Services as recommended for approval by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign File No. SU14-005 an application by Dale& Joyce Margritz for Margritz 1st Administrative Subdivision located at the intersection of Platte Valley Road and Splinter Road described as part of the SE ¼ of Section 15, Township 14 North, Range 30 West of the 6th P.M., Lincoln County, Nebraska. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Presentation by Sally Vaughn of Region II Developmental Disabilities Services.
Annual report by CASA (Court Appointed Special Advocates) and funding request for the 2014/2015 county budget.
Sheriff Kramer told board members that the amendment to the agreement with the physician’s group was to allow a nurse practitioner to examine the inmates.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign an agreement that amends the agreement between North Platte Physician Group, LLC, The county of Lincoln, Nebraska, and the Lincoln County Sheriff that provides medical services at the Lincoln County Detention Center. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Jeremy Erickson appeared for the Bull’s Bar & Grill concerning the liquor permit. He plans to have 3 bartenders and will use wrist bands on those 35 and younger. They are estimating 150-200 people.
Sheriff Kramer reported that he talked with Jeremy and no objections to the permit.
Motion by Hewgley, seconded by Roethemeyer to approve with favorable recommendation to the Nebraska Liquor Control Commission a special designated liquor permit submitted by Bull’s Bar & Grill of Hayes Center for a reception to be held at Creekside Event Center on June 7, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The following quotes were received for District 11 Probation for copiers for the Ogallala and North Platte Offices: Capital Business Systems – $4422.00 and Eakes Office Plus – $6,385.00.
Lonnie Folchert, Chief District 11 Probation Officer, reported that he was only going to purchase one machine out of this budget year and will get additional quotes for the second machine in the next budget year.
Motion by Hewgley, seconded by Roethemeyer to approve the purchase of one Canon copier for the District 11 Probation Office in the amount of $4422.00 which includes the service contract. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays none.

Advance notice and the agenda for the May 19, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Tuesday, May 27, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
