Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 2, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to place on file the fee reports submitted by County Court and Clerk of District Court. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and appoint Justin Dailey as interim Noxious Weed Supt. effective September 15, 2014 as recommended by the current Weed Supt. with the understanding that applications are being taken for the permanent position. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the special designated liquor permit submitted by Sculleys LLC for a reception on September 27, 2014 at Becky’s Hall of Celebration. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the interlocal agreement with the City of North Platte for maintenance of roads and emergency management services effective October 1, 2014 to September 30, 2015 and authorize the chairman to sign as indicated. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the contract for professional appraisal services with Pritchard & Abbott Inc. on mineral property for tax years 2015 and 2016. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 2, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor on 2013 tax list corrections numbered 5870 – 5892. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to deny the appeal by the Boy Scouts of America for the penalty assessed for failure to file a 2014 personal property return as per Nebraska State Statute. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:30 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Dawn Anderson of NE Health & Human Services reported on the Lincoln County General/Medical assistance case load for 2013 and 2014. She has 4 additional staff members in the North Platte office but for the last 8 months she has been the only person doing the General Assistance. The State of Nebraska is in negotiation with counties about changes in the administration of the general assistance for counties. Other counties have recently contracted with Goodwill Industries and Community Action Partnership to handle the general assistance caseload.

 

Motion by Hewgley, seconded by Roethemeyer to approve the purchase of materials and/or services from the following for the remodel of the new location of the North Platte/Lincoln County Visitors Bureau:

Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

Irving Hiatt submitted an informal quote in reference to relocating the World War I monument and flag poles due to the Highway 83 construction project.

 

County Board will take action at the next meeting to set a date to accept formal bids for the relocation of the World War I monument and flag poles.

Advance notice and the agenda for the September 8, 2014 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, September 15, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
