Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Deterding to re-elect Joe Hewgley as Lincoln County Board of Commissioners Chairman for 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to re-elect Bill Henry as Lincoln County Board of Commissioners Vice Chairman for 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 4, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve the appointment of The North Platte Telegraph as the official newspaper to publish legal notices in 2016 for Lincoln County, NE. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-01 authorizing the County Treasurer to invest funds for 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign a three year Engagement Letter with Don Wilson, CPA for audit services. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to receive and order filed the fee reports submitted by the County Clerk, County Court, Register of Deeds and Clerk of District Court. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the right of way permit submitted by Beveridge Well Drilling. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-02 approving the substitution of securities by Equitable Bank as pledged to the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

The Lincoln County Board of Equalization recessed at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.

Noxious Weed Supt.           Todd Herndon          2% increase              $37,752.00/$18.15 per hour

Veterans Service Officer    Paul Cooper             1% increase              $40,531.40/$22.27 per hour

Emergency Management   Brandon Myers         1% increase              $38,355.20/$18.44 per hour

Upon roll call vote Deterding, and Henry voted “aye”. Hewgley voted “nay”. Motion carried.

 

Recess as the Lincoln County Board of Commissioners at 10:00 A.M. and reconvene as the Lincoln County Board of Equalization.

 

Deputy County Assessor, Pat Collins and Lincoln County Assessor’s Office Appraisers, Charity Farley and Henry Vogt appeared.

 

A Presentation by the Lincoln County Assessor to present facts and circumstances showing that the income-approach calculation on the Luke Estates, L.P., rent-restricted housing project consisting of ten houses located at the following addresses:

3921 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101 ;

4000 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101;

4001 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101;

4002 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101;

4003 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101;

4006 West Parkland Circle, North Platte, Lincoln County, Nebraska 69101;

does not result in a valuation of the rent-restricted housing project at actual value. This is per             Neb. Rev. Stat. § 77-1333(10).

 

Discussion was held whether to concur or not with the Lincoln County Assessor. Pat Albro of the Nebraska Department of Revenue – Property Assessment Division came to the meeting to offer information on the rent-restricted properties as she was a member of the committee that was appointed by statute due to the need for low to moderate income housing in Nebraska.

 

Commissioner Henry was excused at 10:40 A.M.

 

Motion by Deterding, seconded by Hewgley to approve to continue Item #8 (rent-restricted properties) until the next meeting to be held on Tuesday, January 19, 2016 at County Clerk’s discretion of the time. Upon roll call vote Deterding and Hewgley voted “aye”.  Nays, none.  Henry absent.  Motion carried.

 

The Lincoln County Board of Equalization adjourned at 10:52 A.M. and the Lincoln County Board of Commissioners reconvened.

Advance notice and the agenda for the January 11, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on January 8, 2016; and was also emailed to the media on January 8, 2016.

 

The agenda for the meetings to be held on January 19, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
