Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 8, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to place on file the fee report submitted by the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-05 to withdraw securities by NebraskaLand National Bank as pledged to the County Clerk. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-06 to substitute securities by NebraskaLand National Bank as pledged to the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 8, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

 

The following informal bids were received for Mule ATV’s by the Lincoln County Noxious Weed Control Department:

 

Maxwell’s Kawasaki – North Platte          $8,500 each w/ trade

Eichner’s – Ogallala                                                $9,063 each w/trade

Kearney Power Sports                                $9,681 each w/trade

Superior Outdoor Power                             $8,916 each w/trade

 

Todd Herndon, Noxious Weed Supt., reported that the current budget would cover the cost of two Mules.

 

Motion by Deterding, seconded by Henry to approve the purchase of two Mules from Maxwell’s Kawasaki of North Platte for a total of $17,000 w/trade. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Amy Herrick, Promotion Secretary for the Lincoln County Ag Society, appeared concerning the two special designated liquor permits submitted. She stated they would be checking ID’s, have wrist bands and will also have security onsite.  The board members have completed the certification courses.

 

Chief Deputy, Rolly Kramer, had no objections to the permits.

 

Motion by Deterding, seconded by Henry to approve the special designated liquor permits submitted by the Lincoln County Ag Society for events to be held on March 5, 2016 and April 2, 2016 for Pre-Fair Events to be held at the D & N Event Center. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

A public hearing was opened at 10:00 A.M. to receive comments on the One & Six Year Road Plan for Lincoln County, Nebraska.

 

Carla O’ Dell, Lincoln County Highway Superintendent, did a summary of both the One & Six Year Plan projects. The One Year Plan contained 13 projects and the Six Year Plan had 26 projects listed.

 

Mike Cook commented on the condition of Eugene Avenue. It is narrow and needs repair and is a safety issue with the higher traffic count.

 

Dave Vigil stated that he lived on Eugene Avenue many years ago and it had a lot of traffic at that time and he had no problems passing.

 

Ken Main reported he was glad to see the Sutherland bridge project is still on the six year plan.

 

Eric Seacrest congratulated the county on the completion of the Birdwood Viaduct and the improvements on North River & South River Road and commented the county had caught up on projects that had been on the books for many years. He also commented that the Sutherland Bridge does not meet the needs of a modern farm economy.  He agreed that Eugene Avenue is not up to standards and the amount of traffic that is using it.

 

Jim States spoke on South Buffalo Road. He understands this would be a major project but he encouraged the county to work with the State to replace South Buffalo with a wider road with shoulders due to the amount of pedestrian and bicycle traffic using it as it is a safety hazard.

 

The public hearing was closed at 10:35 A.M.

 

Motion by Deterding, seconded by Henry to approve to add a project to the Six Year Road Plan to include a study with the City of North Platte on Eugene Avenue. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve to adopt the One & Six Year Road Plan for Lincoln County, Nebraska as presented with the addition of the one amendment concerning Eugene Avenue. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve requesting, advertising and setting February 25, 2016 at 5:00 P.M. as the deadline to submit proposals for the design and construction, and inspection services of a Hiking and Biking Trail (known as Lake Maloney Hiking and Biking Trail, Phase 2) approximately 1.2 miles long, 8’ wide, 6” thick concrete and appoint Joe Hewgley to be in charge of putting together the scope of work document and reviewing the proposals and presenting the top proposals to the County Board. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

Advance notice and the agenda for the February 16, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on February 12, 2016; and was also emailed to the media on February 12, 2016.

 

The agenda for the meetings to be held on February 22, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
