Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and Deputy County Clerk, Terry Heessel.  Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 11, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to place on file the fee reports submitted by County Sheriff and County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve special designated liquor license submitted by Sculley’s LLC for a reception on August 6, 2016 to be held at Creekside Event Center. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve special designed liquor license submitted by Sculley’s LLC for a reception on August 6, 2016 to be held at Harbor Lights. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to approve special designed liquor license submitted by Sculley’s LLC for a reception on August 13, 2016 to be held at Harbor Lights. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve Resolution 2016-33 for Substitution of Securities to Gothenburg State Bank as pledged to the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger and Appraisers, Charity Farley and Henry Vogt appeared.

 

Motion by Deterding, seconded by Henry to approve minutes of Lincoln County Board of Equalization meeting on July 11, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to accept the recommendation of the County Assessor on Protest 2016-6SV to approve the special valuation on parcel #111040.00 owned by James M. & Elizabeth Foster. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to deny special valuation on Protest 2016-7SV, parcel #72520.01 owned by Mitchell W. Fletcher, this specific parcel not primarily agricultural. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve the special valuation on the land, moving it back to ag land, on Protest 2016-8SV, parcel #94840.00 owned by Tim and Kathleen Lindsey (The Paxton Farm, LLC). Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Protest #2016-9SV was withdrawn by the property owner Douglas W. Beard (Rylico, LLC)

 

Motion by Henry, seconded by Deterding to deny the special valuation as recommended by the County Assessor on Protest 2016-10SV, parcel # 67193.00, property owner Daniel Kreis as agricultural production is not the primary use. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none

 

The Lincoln County Board of Equalization recessed at 10:04 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Henry to approve a special designated liquor license submitted by the Fraternal Order of Eagles #2839 for a fundraiser on October 14, 2016 at the Creekside Event Center. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve a special designed liquor license submitted by the Fraternal Order of Eagles #2829 for a fundraiser on October 15, 2016 at the Lincoln County Fairgrounds. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to enter into an agreement with Martin J. Troshynski to be the conflict attorney in matters where he would represent individuals who are indigent and entitled to representation, in which he is Court appointed to represent such individuals in criminal matters, juvenile matters and subsections (1), (2), 3(a), and 3(b) of Neb. Rev. Stat. §43-247, mental health proceedings, child support contempt, and paternity cases. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Lisa Burke, Director of County Visitors Bureau, and Craig Wiezorek, Board Chairman were present to request setting a date to receive bids for an Economic Impact Analysis of Tourism in Lincoln County. This would help the Lincoln County Convention and Visitors Bureau with the plan for tourism and helping them to move in the right direction to promote tourism in Lincoln County.

 

Motion by Deterding, seconded by Henry to set August 1, 2016 at 10:30 A.M. to accept bids on an Economic Impact Analysis of Tourism in Lincoln County. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Judd Allen, Marketing representative of NACO Benefit Services introduced himself to the Lincoln County Commissioners. He is traveling the state meeting Commissioners and County Clerks, as he is here to serve the counties.

 

Approved the following claims as presented for payment:

 

Recess as the County Board at 11:30 A.M. and reconvene as the County Board of Equalization.

 

Discuss and consider Property Valuation Protests (Form 422)

 

Recess at 3:09 P.M. as the County Board of Equalization until Wednesday, July 20, 2016 at 9:00 A.M. to continue consideration of Property Valuation Protests and reconvened as the County Board of Commissioners.

 

The meeting was adjourned at 3:10 P.M.

 

Advance notice and the agenda for the July 18, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 15, 2016; and was also emailed to the media on July 15, 2016.

 

The agenda for the meetings to be held on July 25, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
