Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 25, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the annual certification form for July 1, 2015 to June 30, 2016 concerning Federal Buyback Funds for the NE Dept. of Roads. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign an agreement with William Troshynski for legal services in guardianship and conservatorship matters. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the updated Lincoln County and North Platte Urban Area Map for the NE Dept. of Roads. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-39 directing the County Treasurer to issue tax sale certificates to Lincoln County on those parcels which are two years delinquent on real estate taxes or special assessment. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared as well as County Treasurer, Sue Fleck.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 25, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Henry, seconded by Deterding to approve the motor vehicle tax exemption application submitted by Community Action Partnership as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve to allow the County Assessor to accept the late filing of a homestead exemption application filed by Mary Robertson. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve to accept the County Assessor’s recommendation on protest # 2016-VCP-1 filed by Larry Anderson and lower the value to $7660. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve the notice of valuation change numbered 2016-85 as submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:37 A.M. and the Lincoln County Board of Commissioners reconvened.

George Lauby of the North Platte Bulletin thanked the County Board for allowing the

District Court sound system upgrade project.

 

Susan Maline, CPA, presented the 2016/2017 Preliminary Lincoln County Budget

Document.

 

The following bids were received for the North Platte/Lincoln County Visitor’s Bureau

Economic Impact analysis of tourism in Lincoln County:

Tourism Economics             Wayne, PA                $18,500

Dean Runyan Associates  Portland, OR             $9,500

 

Motion by Deterding, seconded by Henry to approve to accept the low bid of Dean Runyan Associates in the amount of $9,500. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve entering The county of Lincoln into

an agreement with TC Engineering Inc., whereby TC Engineering Inc. will provide

engineering services regarding the project titled “Lake Maloney Trail, Phase II.” Upon

roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to approve giving authority to Carla O’Dell, Lincoln County Department of Road Highway Superintendent, to sign off for The county of Lincoln, the National Environment Policy Act study and related attachments to it regarding the project titled “Lake Maloney Trail, Phase II.” Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

County Board conducted a Budget Work Session.

Advance notice and the agenda for the August 1, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 29, 2016; and was also emailed to the media on July 29, 2016.

 

The agenda for the meetings to be held on August 8, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
