Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 12, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the Local Amendment to Project Agreement for the State of Nebraska Game & Parks Commission Recreational Trails Program. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to place on file the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the contract with Pritchard and Abbott, Inc. for professional appraisal services on mineral property for the Lincoln County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve the special designated liquor permit submitted by Sculley LLC for a reception to be held at the Lincoln County Fairgrounds on October 8, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution No. 2016-60 transferring the remaining balance in the Victim Witness Fund to the General Fund. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 12, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve notice of valuation changes numbered 2016-092 & 2016-093 as submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Judy Clark read the review comments on File No. SU16-004 and stated that planning

staff had no objections to the application.

 

Motion by Henry, seconded by Deterding to approve File No. SU16-004 an application

submitted by Doris Clemens for Clemens Administrative Subdivision. The property is

located in an A-1 Agricultural District located at 40152 South Hwy 25 on property described as Part of the NE ¼ of Section 11, Township 9 North, Range 34 West of the 6th P.M., Lincoln County, Nebraska.  Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve the reappointment of the following

Lincoln County Board of Adjustment members as follows: Frank Fleecs &  Jon McNeel

to expire in 2019 and Ron Roberts, Harry Haythorn and Paul Wolfe to expire in 2018.

Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Henry to approve setting October 10, 2016 at 10:00 A.M. to accept bids for motor graders for the Lincoln County Department of Roads.  Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Deterding to approve setting October 3, 2015 at 10:00 A.M. to accept bids for a track excavator for the Lincoln County Department of Roads. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve the request made by Nebraska

Department of Roads, letter dated September 7, 2016, regarding the installation of warning devices at the crossing on McCullough Road at DOT#817797R, RRMP266.390 for a letter stating that the county did not oppose the project and authorize the Chairman to sign.  Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to approve setting October 10, 2016 at 10:15

A.M. to accept bids for pickup trucks for the Lincoln County Department of Roads.

Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign

a sales order agreement with Election Systems & Software for a DS850 ballot scanner.

Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the September 19, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on September 16, 2016; and was also emailed to the media on September 16, 2016.

 

The agenda for the meetings to be held on Monday, September 26, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
