Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry and County Clerk, Rebecca Rossell.  Commissioner Hewgley was absent. Deterding offered prayer. Vice Chairman Henry called the meeting to order at 9:00 A.M.

 

Vice Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 12, 2016. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve and authorize the Vice Chairman to sign the right of way application submitted by Dawson Public Power District. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve and authorize the Vice Chairman to sign an agreement with CBM Managed Services to amend the current food service contract for meals at the Lincoln County Detention Center. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 12, 2016. Upon roll call vote Deterding and Henry voted “aye”. Nays, none.  Hewgley absent.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

 

 

Jayna Schaaf, Executive Director of Community Connections, presented the 2017 Community based Juvenile Services grants.

 

Motion by Deterding, seconded by Henry to approve and authorize the Vice Chairman to sign the 2017 Community based Juvenile Services Grant (CB). Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve and authorize the Vice Chairman to sign the 2017 Community based Juvenile Services Enhancement Grant (EB). Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Ron Aden, current Noxious Weed Board member and Commissioner Henry reviewed the letters on interest received from applicants for the three rural Noxious Weed Board member vacancies.   There were no filings for these positions at the 2016 General Election.  After review they recommend the following applicants to fill the three rural positions:  Darold Miller, Justin Roberts and Justin Gosnell.

 

Motion by Deterding, seconded by Henry to approve the written appointment of Darold Miller to the Lincoln County Noxious Weed Board for a four year term beginning January 5, 2017 and ending January, 2021. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve the written appointment of Justin Roberts to the Lincoln County Noxious Weed Board for a four year term beginning January 5, 2017 and ending January, 2021. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve the written appointment of Justin Gosnell to the Lincoln County Noxious Weed Board for a four year term beginning January 5, 2017 and ending January, 2021. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

A public hearing was opened at 10:02 A.M. concerning the application submitted by Pals Brewing Company LLC DBA Pals Brewing Company for a Class L Craft Brewery (Brew Pub) License located at 4520 S Buffalo Bill Avenue, North Platte, NE.

 

A public hearing had been held several weeks prior but it was noted after the public hearing that the legal notice had not been published in the newspaper as required.

 

Paul Oettinger was sworn for testimony. He is one of the owners of the brewery.  They feel it will be a good addition to North Plate and also help with tourism in the community.

 

Gary Person of the North Platte Chamber of Commerce commented that feedback he has received has been favorable.

 

Alan Hirschfeld a local business owner also commented that he had heard favorable comments from the public and thinks the microbrewery would be a good addition to our community.

 

Lisa Burke, Executive Director of the North Platte/Lincoln County Visitors Bureau also spoke in favor of the applicant.

 

Commissioner Henry stated that Pals Brewing Company had an excellent work/business plan.

 

The public hearing was closed at 10:17 A.M.

 

Motion by Deterding, seconded by Henry to approve and adopt Resolution 2016-81 to recommend issuance for a Class L Craft Brewery (Brew Pub) License to Pals Brewing Company LLC DBA Pals Brewing Company located at 4520 S Buffalo Bill Avenue. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve the manager application for Todd A. & Donna M. Streeter submitted by Sutherland Reservoir Park to the Nebraska Liquor Control Commission. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve hiring Craig Dirrim, attorney at law, to represent The county of Lincoln, in the State of Nebraska, in regards to the Courthouse Heating, Ventilation and Air Conditioning (HVAC) Replacement – Groundwater Extraction and Injection Well System and give authority to Commissioner Bill Henry and the Lincoln County Attorney’s Office, as representatives of the County, to be the contacts for Craig Dirrim. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Deterding, seconded by Henry to approve the special designated liquor permit application submitted by Lincoln County Ag Society for a fund raising event on February 10, 2017 to be held at the Lincoln County Ag Building, 5015 Rodeo Road, North Platte, NE. Upon roll call vote Deterding and Henry voted “aye”.  Nays, none.  Hewgley absent.

 

Commissioners conducted a quarterly inspection of the Lincoln County Detention Center.

Advance notice and the agenda for the December 19, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on December 16, 2016; and was also emailed to the media on December 16, 2016.

 

The Commissioners meeting scheduled for December 27, 2016 has been cancelled.

 

The agenda for the meetings to be held on Monday, January 3, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
