Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Deterding offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 10, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the acceptance of possession and future responsibility for the District 11 Reporting Center inventory. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign a proposal with Business Telecommunication Systems Inc. for telephone upgrade

including the $344 voice recording option. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the fee reports submitted by the County Treasurer and the County Sheriff. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:18 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 10, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Deterding to approve the notice of valuation changes numbered 2017-002 thru 2017-004 as submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:23 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Discussed possible changes to the 2017-2019 VOCA (victim/witness) grant.

 

Victim Witness Director, Cindy Korf, reported that funding for the upcoming 21 month

grant period includes setting up satellite offices. Keith County has had an increase in

victims and the Keith County Attorney welcomes help in partnering and setting up a

Victim Witness Unit in Keith County. The Keith County Attorney is willing to provide

matching funds both “in kind” and in cash. The VOCA administrator will support the

grant application of Lincoln County partnering with Keith County.

 

Motion by Hewgley, seconded by Deterding to authorize the VOCA Director, Cindy Korf

to meet with the Keith County Board of Commissioners regarding establishing a Victim

Witness Program in Keith County. Upon roll call vote Deterding, Hewgley and Henry

voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve File No. SU17-002 an

application by Greeley to vacate Whispering Hills First Replat and revert back to Tract

3, Whispering Hills Subdivision. The property is located at 10438 Miller School Road on

property located in an R-1 Rural Estates Residential District on property described as

Lots 1 & 2 Whispering Hills First Replat of Tract 3 Whispering Hills Subdivision of part

of the E ½ of Section 4, Township 12 North Range 31 West of the 6th P.M.,

County, Nebraska. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.

Nays, none.

 

Discussed the AED grant proposal and purchase of AED’s for Lincoln County. The

county had requested 13 units. They have approved the units for a grant price of

$955.12 each with an additional 5% discount if all 13 units are requested by April

24, 2017.

 

The County Board requested the safety committee to get three informal bids if possible

for cost comparison.

 

The following bids were received for one pickup truck for the Lincoln County Sheriff’s

Office: Janssen Chrysler – $28,535 with trade; Jerry Remus Chevrolet – $30,319 with trade.

 

Motion by Deterding, seconded by Hewgley to accept the bid of Janssen Chrysler in the amount of $28,535 with trade for one pickup truck for the Lincoln County Sheriff’s Office. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The following informal bids for a wage comparability study for the Lincoln County Sheriff’s Office were received: Capital City Concepts – $10,000; John E. Kripe & Assoc. – $11,500; and Nebraska Pay Surveys – $11,500.

 

Motion by Hewgley, seconded by Deterding to accept the bid of Capital City Concepts for a wage comparability study for the Lincoln County Sheriff’s Office in the amount of $10,000. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the special designated liquor permit application submitted by Aden Enterprises LLC for a reception on June 3, 2017 at Creekside Event Center. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

Advance notice and the agenda for the April 17, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April 14, 2017; and was also emailed to the media on April 14, 2017.

 

The agenda for the meetings to be held on Monday, April 24, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
