Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 12, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 12, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the special designated liquor permit submitted by Lincoln County Ag Society for an event to be held on July 28, 2017 at the Lincoln County Pavilion. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the special designated liquor permit submitted by Lincoln County Ag Society for an event to be held on July 29, 2017 at the Lincoln County race track. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The following bids were received for a copier/fax machine for the District Judges:

Eakes Office Solutions – $4765.92

Capital Business Systems – $4558.00

 

District Judges recommended the board accept the bid of Eakes Office Solutions in the amount of $4765.92.

 

Motion by Hewgley, seconded by Deterding to accept the bid of Eakes Office Solutions in the amount of $4765.92 for a copier/fax for the District Judges. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The following bids were received for a copier/scanner/printer for the Lincoln County Clerk’s Office:

Eakes Office Solutions – $6823.53

Capital Business Systems – $7625.00

 

County Clerk, Rebecca Rossell, stated that both machines were comparable and were good bids. She recommended the purchase of the Capital Business Systems due to the maintenance and service agreement cost per copy.  In the long run the cost to the county would be less with Capital Business Systems.

 

Motion by Deterding, seconded by Hewgley to accept the bid of Capital Business Systems in the amount of $7625 for a copier/scanner/printer for the Lincoln County Clerk’s Office. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to continue Item #8 concerning amending the Complaint against NEBCON, Inc., and add M.E. Group, Inc., as a Defendant, in the case of The county of Lincoln, NE vs. NEBCON, Inc., etal., Case No. CI 17-23, in the District Court of Lincoln County, Nebraska until after the 10:20 A.M. item before the end of the meeting. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Item #8 was postponed to a later County Board of Commissioners meeting.

 

The Lincoln County Board of Commissioners recessed at 10:45 A.M. and the Lincoln County Board of Equalization reconvened.

 

Discussed and considered Property Valuation Protests – Form 422.

 

The Lincoln County Board of Equalization recessed at 1:25 P.M. and the Lincoln County Board of Commissioners reconvened.

The meeting was adjourned at 1:32 P.M.

Advance notice and the agenda for the June 19, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 16, 2017; and was also emailed to the media on June 16, 2017.

 

The agenda for the meetings to be held on Monday, June 26, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
