North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 26, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign a letter of engagement with McChesney, Martin, Sagehorn for 2017-2018 budget services. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign a right of way permit for Consolidated Companies Inc. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

No action was taken on an agreement with Maly Marketing for the North Platte/Lincoln County Visitor’s Bureau. County Board asked legal counsel to review the agreement.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2017-16 authorizing the addition of securities by NebraskaLand National Bank as pledged to the County Clerk. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 26, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption applications submitted by Mission Life Inc. and North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Nancy Striebel of Lincoln County Community Development Corporation and Judy Clark, Lincoln County Planning Director appeared to discuss a housing study update. The last countywide housing study was done in 2010.  They are considering doing a new study.  The City of North Platte, Lincoln County CDC, DEVCO and grants would pay for the study.  They are requesting a letter of support from the County Commissioners for the housing study grant.  Lincoln County will have no financial contribution to the study.

 

A letter of support will be drafted and put on an upcoming agenda for consideration.

 

Motion by Hewgley, seconded by Deterding to approve and authorize Craig C. Dirrim, attorney at law, to amend the Complaint against NEBCON, Inc., and add M.E. Group, Inc., as a Defendant, and file suit against M.E. Group, Inc., in the case of The county of Lincoln vs. NEBCON, Inc., et al., Case No. CI 17-23, in the District Court of Lincoln County, Nebraska. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

Advance notice and the agenda for the July 3, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 30, 2017; and was also emailed to the media on June 30, 2017.

 

The agenda for the meetings to be held on Monday, July 10, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
