Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and Deputy County Clerk, Terry Heessel.  Deterding offered prayer. Chairman Henry called the meeting to order at 9:04 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 3, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners emergency meeting held on July 5, 2017.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the Region II Human Services Interlocal participation agreement for the 2017-2018 fiscal year. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign a letter of support for the Lincoln County Community Development Corp. application for a housing study grant. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed fee reports submitted by the County Clerk and Register of Deeds. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to change the Lincoln County Board of Commissioners & Lincoln County Board of Equalization meetings from Monday, August 21, 2017 to Tuesday, August 22, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:20 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 3, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the Notice of valuation changes #033-035. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Hewgley to approve the special designated liquor license for Feather River Vineyards LLC for a dinner social and speaker at 1400 S Dewey, North Platte, NE on August 27, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to adopt the Lincoln County Security Procedures as presented by the Security Group and to have the procedures spread into the minutes. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

Motion by Hewgley, seconded by Deterding that The county of Lincoln enter into a three year agreement with Maly Marketing for marketing services that benefit the County and the North Platte/Lincoln County Convention & Visitors Bureau, and give authority to the Lincoln County Board of Commissioners’ Chairman, Bill Henry, to sign said agreement on behalf of the County and the Board. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Recessed at 10:00 A.M. as the Lincoln County Board of Commissioners and reconvene as the Lincoln County Board of Equalization.

Advance notice and the agenda for the July 10, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 7, 2017; and was also emailed to the media on July 7, 2017.

 

The agenda for the meetings to be held on Monday, July 17, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
