Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Deterding offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 17, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to appoint Commissioner Hewgley to negotiate with the City of North Platte on the ambulance agreement. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to place on file the Condition of the Treasury from January 1, 2017 to June 30, 2017 as submitted by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to place on file the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and adopt Resolution 2017-18 for the withdrawal of securities by NebraskaLand Bank as pledged to the County Clerk. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the right of way permit submitted by Dawson Public Power District. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the annual certification form for Nebraska Department of Roads for local public agencies. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 17, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization recessed at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Brandon Myers, Region 51 Emergency Management Director, gave his quarterly report for the period of April 1, 2017 thru June 30, 2017.

 

The Lincoln County Board of Commissioners recessed at 10:45 A.M. and the Lincoln County Board of Equalization reconvened.

 

Discussed and considered property valuation protests – Form 422’s.

 

The Lincoln County Board of Equalization recessed at 11:40 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Approve the following claims for payment. Motion carried.

 

The meeting was adjourned at 11:41 A.M.

 

Advance notice and the agenda for the July 24, 2017 board meetings were sent to members of the county board, county attorney and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County Website on July 21, 2017; and was also emailed to the media on July 21, 2017.

 

The Lincoln County Board of Equalization will meet on Tuesday, July 25, 2017 at 9:00 A.M. to discuss and consider property valuation protests – Form 422’s if needed.

 

The agenda for the meetings to be held on Monday, July 31, 2017 will be continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
