Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Henry called the meeting to order at 9:02 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 24, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the right of way permit submitted by Hershey Telephone Company. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 24, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Deterding to approve and accept the letters of explanation for late filing of the 2017 homestead exemption application submitted by Gary and Jean Kemp, Debra Morgan & Karen Schnacker. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve the notice of valuation changes numbered 2017-036 & 2017-037 as submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:27 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the amendment to the County Attorney Sub Award for Child Support Enforcement Services with the Nebraska Department of Health & Human Services. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
County Assessor, Julie Stenger and Lead Appraiser, Charity Farley appeared to update the County Board on the Three Year Plan of Assessment.
Jim States, representing the Lake Maloney Property Owners Association, was present to discuss the possibility of the county applying for another grant for Phase IV of the Lake Maloney Hike and Bike Trail. This would be .6 miles and would go from the south end of the trail completed in Phase I to South Beach. The property owners association will be completing Phase III with their own funds.
County Board asked Deputy County Attorney, Joe Wright, to work with the Lake Maloney Property Owners Association on the process for applying for another grant.
Lisa Burke, North Platte/Lincoln County Visitors Bureau Director, appeared to make a recommendation to the County Board concerning three bids that had been received several weeks ago for a website: VisitNorthPlatte.com. The three bids received are:
Hollman Media LLC – $15,800; Maly Marketing – $21,890; and Simpleview Inc. – $41,000. A review process was completed by Lisa and two other individuals using a rating system looking at cost, technology and skill level. They recommend the County Board accept the bid of Hollman Media LLC in the amount of $15,800.
Motion by Hewgley, seconded by Deterding to approve to accept the bid of Hollman Media LLC in the amount of $15,800 as recommended for the website VistNorthPlatte.com. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

Advance notice and the agenda for the July 31, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 28, 2017; and was also emailed to the media on July 28, 2017.
The agenda for the meetings to be held on Monday, August 7, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
