Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Deterding offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 18, 2017.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the right of way application submitted by Dawson Public Power District and authorize the Chairman to sign.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2017-26 entering into an Interlocal agreement with the City of North Platte for dispatch services.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2017-27 entering into an Interlocal agreement with the City of North Platte for Emergency Management Services.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2017-28 entering into an Interlocal agreement with the City of North Platte for library services.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2017-29 entering into an Interlocal agreement with the City of North Platte for planning services.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2017-30 entering into an Interlocal agreement with the City of North Platte for road maintenance inside the city limits.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2017-31 entering into an Interlocal agreement with the City of North Platte for road maintenance outside the city limits.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the fee report submitted by the County Sheriff.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:20 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 18, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Deterding to approve the notice of valuation changes numbered 2017-046 & 2017-047 as submitted by the County Assessor.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Philip Black representing Congressmen Adrian Smith’s Office appeared.  He updated

the County Commissioners on issues Congress is working on including health care reform, tax reform and the 2018 farm bill.

 

The County Commissioners recognized Lisa Burke, North Platte/Lincoln County Visitors Bureau Director, for receiving the Bruce Riley McDaniel Individual Professionalism and Lifetime Achievement Award at the Upper Midwest Convention & Visitors Bureau seven state conference.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2017-32 establishing a petty cash account for the North Platte/Lincoln County Visitors Bureau in the amount of $100.00.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the website contract for the North Platte/Lincoln County Visitors Bureau with Hollman Media.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the appointment of Cody Odell to the North Platte/Lincoln County Visitors Bureau Advisory Board with the term to expire in June, 2019 to replace Alan Perlinger who resigned.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The County Board conducted a quarterly inspection of the Lincoln County Detention Center.

Advance notice and the agenda for the September 25, 2017 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on September 22, 2017; and was also emailed to the media on September 22, 2017.

 

The agenda for the meetings to be held on Monday, October 2, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
