Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and Deputy County Clerk, Terry Heessel.  Hewgley offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 25, 2017.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to authorize the Chairman to sign the Annual Peopleware Agreement between Computer Information Concepts, Inc. and the County of Lincoln, NE.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

County Treasurer, Sue Fleck, presented a report on personal property or real estate taxes which are uncollectable and needs to be stricken for approval.

 

Motion by Hewgley, seconded by Deterding to approve the report from the County Treasurer on personal property or real estate taxes which are uncollectable and need to be stricken per NE State Statutes 77-1738.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins and County Treasurer, Sue Fleck appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 25, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Deterding to approve the motor vehicle exemption application submitted by North Platte Catholic Schools for a 2014 Dodge Grand Caravan.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Walter and Don Johnson appeared to discuss the lack of property maintenance of Johnson Road.  The road is very sandy, needs crushed concrete or chipped rock to make a stable base.  Gravel is not the answer or just more plowing deeper and deeper is not working.  The road does not need to be that wide.  Don stated that he is going to need to move his livestock and big trucks cannot use the road, they will get stuck.  Is the County going to come and pull them out?

 

Chairman Henry stated that this matter will be looked into by the Commissioners and County Roads Department.

 

Carla O’Dell, County Roads Superintendent presented the annual report for Lincoln County Department of Roads to be submitted to the Board of Public Roads, Classifications and Standards.

 

Motion by Hewgley, seconded by Deterding to approve the annual report for Lincoln County Department of Roads to be submitted to the Board of Public Roads, Classifications and Standards.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to set October 23, 2017 at 10:00 A.M. to received bids for motor graders for the Lincoln County Department of Roads.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley seconded by Deterding to set October 23, 2017 at 10:15 A.M. to receive bids for for pickups for the Lincoln county Department of Roads.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Brandon Myers, Emergency Management Director, presented two informal bids for a used pickup:

Janssen Chrysler Jeep Dodge Ram        2010 Ram 1500        $18,659.00

North Platte Buick GMC                             2011 Ford F150        $19,169.00

Myers stated that he did inspect the vehicles and also took them for test drives.  The Commissioners asked about his preference between the two vehicles.  He said that the Ford was cleaner, less dings on the body and fewer miles.

 

Motion by Hewgley, seconded by Deterding to accept the informal bid from North Platte Buick GMC for the 2011 Ford F150 for $19,169.00.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Kelly Allen and Teresa Keck of the North Platte Weather Service presented Brandon Myers, Region 51 Emergency Management, the certificate of excellence Ambassador for the Weather Ready Nation.

The meeting was adjourned at 10:21 A.M.

 

Advance notice and the agenda for the October 2, 2017 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on September 29, 2017; and was also emailed to the media on September 29, 2017.

 

The agenda for the meetings to be held on Monday, October 9, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
