Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Joe Hewgley, Bill Henry and County Clerk, Rebecca Rossell.  Hewgley offered prayer.  Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting on November 27, 2017. Upon roll call vote, Deterding, Hewgley, and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve claims and treasurer’s receipts. Upon roll call vote, Deterding, Hewgley, and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the fee reports submitted by the County Sheriff and County Clerk. . Upon roll call vote, Deterding, Hewgley, and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the right of way permit submitted by Tim Fear as recommended for approval by the Highway Supt. Upon roll call vote Deterding, Hewgley and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding, to authorize Chairman to sign the agreement with Martin Troshynski to be the conflict attorney in matters where he would represent individuals who are indigent and entitled to representation, in which he is Court appointed to represent such individuals in criminal matters, juvenile matters and subsection (1) (2) 3(a) and 3(b) of Neb. Rev. Stat 43-247, mental health proceedings, child support contempt, and paternity cases. Upon roll call vote, Deterding, Hewgley, and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to authorize Chairman to sign the agreement with William Troshynski for legal services in guardianship and conservatorship matters. Upon roll call vote, Deterding, Hewgley, and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization reconvened.

County Assessor, Julie Stenger was present as well County Treasurer, Sue Fleck.

 

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 27, 2017. Upon roll call votes Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize Chairman to sign the certificates of correction and refund as submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding, to approve and authorize the approval of the motor vehicle exemption application for Riverside Baptist Church and Harvest Christian Fellowship Church as recommended for approval by the County Treasurer.   Upon roll call vote Hewgley, Deterding and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley, to approve and authorize the approval of the motor vehicle exemption application for Region II Human Services as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Deterding and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Deterding to authorize the Chairman to sign the 2018 Community-based Juvenile Services Aid grant application. Upon roll call vote Hewgley, Deterding and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to authorize the Chairman to sign the 2018 Community-based Juvenile Services Aid Enhancement grant application. Upon roll call vote Hewgley, Deterding and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to enter The County of Lincoln, Nebraska, into a contract with Garcia-Chicoine Enterprises, Inc., in regards to a Wellfleet Lake Bridge Guardrail Project for the Lincoln County Department of Roads, Project Number LCDOR 2017-1, and authorize the Lincoln County Board Chairman to sign the written contract for The County of Lincoln, Nebraska. Upon roll call vote Hewgley, Deterding and Henry voted “aye”. Nays, none.

 

Two versions were presented to the Board by Joe W. Wright of the Request for Proposals to provide security services for Lincoln County Courthouse.

 

Motion by Hewgley , seconded by Deterding to adopt Resolution No. 2017-51 that sets the specifications and procedures to be used in receiving bids/proposals from qualified Contractors to provide uniformed security services for the Lincoln County Courthouse in include Exhibit “A”. Upon roll call vote Hewgley, Deterding and Henry voted “aye”. Nays, none.

Advance notice and the agenda for the December 4, 2017 board meetings were sent to members of the county board, county attorney and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County Website on December 1, 2017; and was also emailed to the media on December 1, 2017.

 

The agenda for the meetings to be held on Monday, December 11, 2017 will be continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
