Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry and County Clerk, Rebecca Rossell.  Henry offered prayer. Deterding called the meeting to order at 9:02 A.M.  Commissioner Hewgley had not arrived.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 10, 2018. Upon roll call vote Henry and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Commissioner Hewgley arrived at 9:04 A.M.

 

Motion by Henry, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and order filed the fee reports submitted by Clerk of District Court, Register of Deeds, Sheriff and Treasurer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the right-of-way permit submitted by Nebraskalink LLC. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 10, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Henry to approve the notice of valuation changes numbered 2018-19 and 2018-20 as submitted by the County Assessor. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Henry to approve the special designated liquor license for RJA Enterprises (Dave’s Place) for a reception to be held on October 6, 2018 at Harbor Lights and authorize the Chairman to sign. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The item concerning Nebraska Health & Human Services asking for directions regarding county burial procedures was cancelled.

 

No action was taken on the resolution giving the Executive Director of the North Platte/Lincoln County Visitors Bureau authority to enter into agreements allowing placements of tourism information kiosks at various locations. The county board will sign the agreements.

 

Susan Maline, CPA, presented the 2018/2019 fiscal year Lincoln County, NE budget.

 

The public hearing was opened at 10:04 A.M. to receive comments on the proposed 2018/2019 budget.

 

Ken Main of Sutherland reminded them that the North River Bridge in Sutherland needs to be replaced. It is over 100 years old.

 

Commissioner Henry commented that this project is part of the One & Six Year Road Plan and will be a federal aid project.

 

Bernice Zeigler stated that everyone at the county worked well together on the budget process and had transparency. She thanked Susan Maline for her expertise.  She encouraged more education about the budget process so that those who do not understand the levy and lid limits could be better informed.  She commended the Commissioners and departments for submitting realistic budget requests.  The county budget had no increase and a lower tax levy for 2018.

 

Commissioner Hewgley clarified that the county did not go over the budget by 1% it was an annual lid requirement issue that was voted on at the previous meeting.

 

Eric Seacrest complimented the county on a good budget and for the road projects that were done such as Buffalo South and also for allowing the purchase of road equipment to replace outdated equipment.

 

The public hearing was closed at 10:19 A.M.

 

Motion by Hewgley, seconded by Henry to approve and adopt Resolution No. 2018-20 to adopt the 2018-2019 fiscal year Lincoln County, NE budget. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

A public hearing was opened at 10:20 A.M. to receive comments relating to setting the final tax request at a different amount than the prior year tax request.

 

Bernice Zeigler commented that this is the budget and levy that was just approved by the County Board.

 

The public hearing was closed at 10:24 A.M.

 

Motion by Hewgley, seconded by Henry to approve and adopt Resolution No. 2018-21 setting the final tax request at a different amount that the prior year tax request. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

Advance notice and the agenda for the September 17, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on September 14, 2018; and was also emailed to the media on September 14, 2018.

 

 

The agenda for the meetings to be held on Monday, September 24, 2018 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
