Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley, County Clerk, Rebecca Rossell and Deputy County Clerk, Terry Heessel. Henry offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 13, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The form 35K – Nebraska Lottery Annual Report was signed on November 6, 2017.

 

Motion by Hewgley, seconded by Deterding to authorize the Chairman to sign the BTS proposals on the telephone system for Lincoln County. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the fee reports submitted by the County Sheriff. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to authorize Chairman to sign Certification of County Highway Superintendent. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 13, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

No certificates of correction or refund were submitted by the County Assessor.

 

Gary Planansky appeared to represent Michele Ann Espinoza. The applicant does live in the house and documentation was given to the County Commissoner’s to review.

She has changed her utility billings to be delivered to the correct address, now.

 

Angie Forbes, Homestead Exemption Clerk, stated that the mailed application was to be delivered to a different address. The utility company was called and the billing for the utilities was also going to a different address. The conclusion was that she must not be living in the property, therefore it was denied.

 

Motion by Hewgley, seconded by Deterding to approve the homestead exemption appeal filed by Michele Ann Espinoza based on the evidence supplied. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Carla O’Dell, County Roads Superintendent and Howard Klahr, Shop Foreman was present to discuss the recommendation of the bids opened last Monday, November 13, 2017. Recommendation for Titan Machinery as tractor had more horsepower, better visibility, 6 cylinders and heavier in weight.

 

Motion by Hewgley, seconded by Deterding to accept the bid from Titan Machinery, 2013 tractor and 60” mower for the total of $106,500. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Roads Superintendent, Carla O’Dell stated that the specs sent out for the bottom dump trailer had an error. The bids need to be rejected and to start the process over with the correct specifications.

 

Motion by Hewgley, seconded by Deterding to reject the bids received on November 13, 2017 on a bottom dump trailer and advertise with the correct specifications.  The bids will be opened on December 11, 2017 at 9:30 A.M. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve Resolution 2017-50 to establish a Security Committee, titled Lincoln County Security Committee, for the purpose of providing advice to the Lincoln County Board of Commissioners regarding security matters concerning county buildings, owned or leased by The county of Lincoln, and land attached thereto.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.

Nays, none.

 

Motion by Hewgley, seconded by Deterding to appoint Roland Kramer, Lincoln County Sheriff’s Office; Bill Henry, County Commissioner; Julie Stenger, Elected Official; and Tammy White, County Employee to serve a 3 year term on the Security Committee.

Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to appoint Jerome Kramer, Lincoln County Sheriff’s Office; Booker Boyer, Building and Grounds; Michelle Gurciullo, County Employee; Brandon Myers, Emergency Management; Les Green, at large individual to serve a 2 year term on the Security Committee. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to appoint Jerome Kramer as Chairman, Bill Henry as Vice Chairman and Tammy White as Secretary for the initial meeting of the Lincoln County Security Committee. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to set December 11, 2017 at 10:00 A.M. to accept bids on four pickups for the Lincoln County Sheriff’s Office. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

The meeting was adjourned at 11:37 A.M.

 

Advance notice and the agenda for the November 20, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 17, 2017; and was also emailed to the media on November 17, 2017.

 

The agenda for the meetings to be held on Monday, November 27, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
