Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, and Deputy County Clerk, Terry Heessel. Hewgley absent. Deterding offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 20, 2017. Upon roll call vote Deterding, and Henry voted “aye”.  Nays, none.  Hewgley absent

 

Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, and Henry voted “aye”. Nays, none. Hewgley absent

 

Commissioner Joseph Hewgley joined the meeting at 9:02 A.M.

 

The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 20, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

No certificates of correction or refund were submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Todd Herndon, Noxious Weed Superintendent, gave the 2017 Year End Report.

 

Barry Johnson voiced concerns that not all of the noxious weeds in Lincoln County were sprayed this year. He also stated that not all land owners are spraying, what about enforcement of the law to spray.

 

Todd Herndon said he is required to send a letter, which has been done. In 2018 there is a plan to be aggressive in enforcing the property owner to spray the noxious weeds. Also in 2018, he would like to start the process of making Yellow Flag Iris a noxious Weed.

 

Bids for the Wellfleet Lake Bridge Guardrail Project were received. Carla O’Dell, County Roads Superintendent, was present.

 

Bids received:  Simon Contractors – $51,000.00 and Garcia-Chicoine Enterprises Inc. –

$40,673.00

 

Motion by Deterding, seconded by Hewgley to accept the bid of Garcia-Chicoine Enterprises for the amount of $40,673.00. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Approved the claims as presented for payment.

The meeting was adjourned at 10:06 A.M.

 

Advance notice and the agenda for the November 27, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 22, 2017; and was also emailed to the media on November 22, 2017.

 

The agenda for the meetings to be held on Monday, December 4, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
