Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Henry offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 4, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the fee reports submitted by Clerk of District Court, Treasurer and Register of Deeds. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 4, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

 

The following bids were received for bottom dump trailers for the Lincoln County Department of Roads:   Murphy Tractor – $35,000; NMC – $35,000.

 

Motion by Hewgley, seconded by Deterding to approve and accept the bid of NMC in the amount of $35,000, with the option of the airlift on axel for $536.00. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The following informal bids were received for sanders for the Lincoln County Department of Roads: Matt Friend Truck Equipment Inc. – $10,480.00 – Buyer-Salt Dogs Sander; LCL Truck Equipment, Inc. – $14,776.00 – Henderson Sander; Matt Friend Truck Equipment, Inc. – $13,761.00 – Monroe Sander.

 

Motion by Hewgley, seconded by Deterding to approve to accept the bid of Matt Friend Truck Equipment Inc. in the amount of $10,480.00 for a Buyer Salt Dog Sander for the Lincoln Department of Roads. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

Scott Moses presented the following bids for a trailer for the Lincoln County Dive Team: Kohler Trailer Sales:  $6995 – $2400 trade =$4,495

Country Load Trailer Sales: $6980 – $2400 trade=$4,580 Country Load Trailer Sales:  $6,828 – $2,400 trade=$4,428

 

Motion by Hewgley, seconded by Deterding to approve to accept the bid of Kohler Trailer Sales in the amount of $4,495.00 for a trailer for the Lincoln County Dive Team. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The following bids were received for pickup trucks for the Lincoln County Sheriff’s Office:

 

Gene Steffy Auto Group: 4 pickups with 4 trades, Total: $77,188.00 Janssen Chrysler: 4 pickups with 4 trades, Total, $74,496.00 Husker Auto Group: 4 pickups with 4 trades, Total: $82,488.00

Motion by Hewgley, seconded by Deterding to approve to accept the bid of Janssen Chrysler Auto Group in the amount of $ 74,496.00 for four pickup trucks for the Lincoln County Sheriff’s Office. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to go into closed session at 10:28 a.m. concerning strategy session regarding pending litigation and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Commissioner Henry restated the motion for the closed session.

 

Motion by Deterding, seconded by Hewgley to go into open session at 10:50 a.m. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The County Board conducted a quarterly inspection of the Lincoln County Detention Center.

 

 

Approved the claims as presented for payment.

The meeting was adjourned at 12:03 P. M.

Advance notice and the agenda for the December 11, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on December 8, 2017; and was also emailed to the media on December 8, 2017.

 

The agenda for the meetings to be held on Monday, December 18, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
