Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 22, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on October 22, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

 

The Lincoln County Department of Roads reviewed all the bids and has come up with the 5 best machines for Lincoln County based on years, hours and dollars. The total amount for the 5 machines is within the budgeted amount.  After careful consideration they recommend the following:

 

NMC: Bid #1 – 2013 Cat 12M2                 $175,000

Bid #2 – 2103 Cat 12M2 AWD      $175,000

Less 2 machine discount               -$5000

Total Bid Price                                  $345,000

 

Murphy Tractor & Equipment:

Bid #3 – 2015 Deere 670G             $133,000

Bid #4 – 2013 Deere 770G             $153,000

Bid # 7 – 2013 Deere 672G            $153,000

Trade Cat 140H                                -$51,000

Total Bid Price                                  $364,000

 

Rylind V-Plows                                $24,300 for three

 

Commissioner Henry asked if the selected machines were lighter weight.

Vendors replied they are comparable to what the county is operating now.

 

Commissioner Henry questioned why they did not choose the lowest priced machines.

 

O’Dell responded that they chose what they felt was best for Lincoln County within the budgeted amount.

 

Motion by Hewgley, seconded by Henry to accept the bids as recommended by the Lincoln County Department of Roads for 5 motor graders and 3 V-Plows as listed above. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Brandon Myers, Region 51 Emergency Management Director, explained that the Memorandum of Understanding for the South Central PET region had expired and needs to be extended. This is where they get most of the federal grant money.  The agreement has been changed from a 5 year agreement to a 10 year agreement.

 

Motion by Henry, seconded by Hewgley to adopt Resolution No. 2018-28 entering The county of Lincoln into an Interlocal Agreement for Cooperative Public Safety Services by and among the Counties of Adams, Buffalo, Clay, Dawson, Franklin, Frontier, Gosper, Hall, Hamilton, Harlan, Kearney, Lincoln, Nuckolls, Phelps, and Webster, and the cities and villages within said counties, and entering The county of Lincoln into a Memorandum of Understanding with South Central PET Region for regional planning, exercise and training concerning emergency responses.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Brandon Myers then gave his quarterly report for Region 51 Emergency Management.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the grant applications to be submitted to the Nebraska Office of Highway Safety for 240 man hours for the Click It or Ticket grant and 608 man hours for the You Drink, You Drive, You Lose campaign. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and adopt Resolution No. 2018-29 entering The county of Lincoln into a Business Associate Agreement with First Concord Benefits Group, LLC, concerning Protected Health Information. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

Advance notice and the agenda for the October 29, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on October 26, 2018; and was also emailed to the media on October 26, 2018.

 

 

The agenda for the meetings to be held on Monday, November 5, 2018 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
