Meeting of the Lincoln County Board of Commissioners. Present were Commissioners  Joe Hewgley, Kent Weems, Bill Henry, Walt Johnson, Jerry Woodruff, and Deputy County Clerk, Terry Heessel.  Woodruff offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 7, 2019.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Johnson to receive and order filed the treasurer’s receipts.  Upon roll call vote Henry, Weems, Johnson, Woodruff, and Hewgley voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Weems to appoint The North Platte Telegraph as the official newspaper to publish legal notices in 2019 for Lincoln County, NE.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Weems to adopt Resolution No. 2019-01 authorizing the County Treasurer to invest funds for 2019.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Weems to receive and order filed fee report submitted by the Register of Deeds and Clerk of District Court.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:16 A.M. and the Lincoln County Board of Equalization convened.

Motion by Woodruff, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on January 7, 2019. Upon roll call vote Henry, Weems, Johnson, Woodruff, and Hewgley voted “aye”.  Nays, none.

 

No certificates of correction and refund was submitted by the County Assessor.

 

 

The Lincoln County Board of Equalization recessed at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

CJ Poltack, Executive Director of West Central Nebraska Development District, Inc., introduced herself to the new Commissioners and explained that WCNDD covers 18 Counties.  They assist local governments, businesses, homeowners, landowners, healthcare providers and educational institution in solving problems, creating holistic solutions, and planning.  Recently they have done nuisance abatement in different communities of Lincoln County.

 

Motion by Henry, seconded by Woodruff to retain Carla O’Dell, County Roads Superintendent; Brandon Myer, Emergency Management Director; Todd Herndon, Noxious Weed Superintendent; and Paul Cooper, Veterans Service Officer for 2019.   Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Weems, second by Johnson to set the salary for Noxious Weed Superintendent, Todd Herndon, at $19.99 per hour for 2019.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Henry to set the salary for Veterans Service Officer, Paul Cooper, at $25.15 per hour for 2019.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Woodruff to change the Emergency Management Director, Brandon Myer, from an hourly wage to a monthly salary of $4,385.00 per month. Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Weems, second by Henry to set the salary for the County Roads Superintendent, Carla O’Dell, at a salary of $4835.00 per month.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Jerome Kramer, Sheriff, and Lt. Dan Newton were present for the opening of bids.

 

Chairman Hewgley opened the only bid received for Sheriff’s Pickups.

The bids were reviewed by Sheriff Kramer and Lt Newton.  Sheriff recommended not accepting the bid and to re-advertise.  They were not impressed with the value of the trade-ins.

 

Motion by Woodruff, seconded by Weems to not accept the bids submitted by Janssen’s for 3 pickups in the Sheriff’s Department as per the recommendation of the Sheriff.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Recess as Lincoln County Board of Commissioners and reconvene as the Lincoln County Board of Equalization at 10:27 AM.

 

Charity Farley, head appraiser and Henry Kirk Vogt, appraiser for the County Assessor’s office discussed the current method to value The Parkland Estates, L.P. and Luke Estates, L.P. (10 Units each).  These units are rent restricted housing projects.  Neb. Rev. Stat §77-1333 should be used, but using this method puts the values at $35,240 each unit and $14,800 each unit which do not indicate actual value.  The County Assessor’s Office is requesting that the Lincoln County Board of Equalization to petition to the Tax Equalization and Review Commission to utilize another professionally accepted mass appraisal technique for these two rent-restricted housing projects.  The petition has to be submitted to TERC by January 31, 2019.  No action taken at this time.

Advance notice and the agenda for the January 14, 2019 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on January 11, 2019; and was also emailed to the media on January 11, 2019.

 

The agenda for the meetings to be held on Tuesday, January 22, 2019 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
