Meeting of the Lincoln County Board of Commissioners to be held on January 22, 2019 at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.

 

Meeting of the Lincoln County Board of Equalization to be held on January 22, 2019 at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.

 

  1. Open with prayer

 

  1. Approve minutes regarding the Lincoln County Board of Commissioners meeting

held on January 14, 2019

 

  1. Consider the following:
  • Claims & Treasurer’s Receipts
  • Receive and order filed fee reports submitted by County Sheriff
  • Entering into an agreed upon Accounting Procedure Report of Lincoln County Treasurer’s office with Don Wilson CPA
  • Adoption of a resolution to authorize the Chairman to sign an Interlocal Agreement to house inmates at the Lincoln County Detention Center for Merrick County
  • Adopt Resolution amending Resolution 2011-06 to change authority over department heads to the chairman and one commissioner
  • Appointment of two commissioners to oversee building and grounds department

 

Recess as the Lincoln County Board of Commissioners and convene as the Lincoln County Board of Equalization.

 

  1. 9:15 A.M. Discuss and consider the following:
  • Approve minutes regarding the Lincoln County Board of Equalization meeting

held on January 14, 2019

  • Certificates of correction and refund as submitted by the County Assessor

 

  1. 9:20 A.M. As Per Neb. Rev. Stat. § 77-1333 (10), presentation by Lincoln County Assessor, based on facts and circumstances, that the income-approach calculation does not result in a valuation of the Parkland Estates II, L.P., (10 Units), rent-restricted housing project, at actual value. Addresses of the units in the rent-restricted housing project are 3920, 3921, 4000, 4001, 4002, 4003, 4006, 4007, 4010, & 4011 Parkland Estates Court, North Platte, Nebraska.
  • Discuss and consider, based on such facts and circumstance presented by the Lincoln County Assessor, to concur with the Lincoln County Assessor and direct the Lincoln County Attorney to have her or one of her deputies draft a Petition to be filed with the Nebraska Tax Equalization & Review Commission to consider the Lincoln County Assessor’s utilization of another professionally accepted mass appraisal technique on Parkland Estates II, L.P., rent-restricted housing project. The Petition shall be subject to the approval of the Lincoln County Board of Equalization.

 

As Per Neb. Rev.   • Discuss and consider, based on such facts and circumstance presented by the Lincoln County Assessor, to concur with the Lincoln County Assessor and direct the Lincoln County Attorney to have her or one of her deputies draft a Petition to be filed with the Nebraska Tax Equalization & Review Commission to consider the Lincoln County Assessor’s utilization of another professionally accepted mass appraisal technique on Luke Estates, L.P., rent-restricted housing project. Adjourn or recess to time certain as the Lincoln County Board of Equalization and reconvene as the Lincoln County Board of Commissioners.

 

  1. 9:45 A.M. Closed session concerning strategy session regarding pending litigations and to protect attorney client privilege which is clearly necessary to protect the public interest.

 

  1. 10:10 A.M. Lee Davies Architecture to present final plans and budget for the first floor bathroom project at the Courthouse

 

  1. 10:25 A.M. Work session to discuss Franchise Agreement Negotiations with Charter Communications and give direction to the Lincoln County Attorney or her deputies on the matter.

 

  1. 10:40 A.M. Lincoln County Sheriff, Jerome Kramer, to give yearend report

 

  1. 10:55 A.M. Discuss and consider setting a date to receive bids on three pickups for the Lincoln county Sheriff’s Department

 

  1. 11:00 A.M. Closed session for discussion regarding deployment of security personnel or devices and to protect attorney client privilege, which is clearly necessary to protect the public interest.

 

  1. Hear concerns from Elected Officials, Department Heads, and their representative
