Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Hewgley offered prayer. Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Johnson, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 22, 2019. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Henry, seconded by Weems to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared.

 

Motion by Woodruff, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 22, 2019. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Ian Stewart appeared to discuss the tort claim on damage to his vehicle. He submitted photos of damage to the road.

 

Commissioner Weems asked if this was a road they normally drive.

 

Stewart replied that his wife was driving as she is a school teacher in Stapleton and drives it all the time. She reported that there was nothing on the bridge but the car must have kicked up a chunk of asphalt.

 

Motion by Woodruff, seconded by Henry to take no action on the tort claim filed by Ian Stewart and to forward the information to Lincoln County’s insurance carrier for further investigation. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Henry, seconded by Woodruff to accept the resignation of Darold Miller as rural Noxious Weed Board member effective April 20, 2019 for the term to end in January, 2021 as he has moved into the City of North Platte. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Weems, seconded by Henry to appoint Darold Miller as city/village Noxious Weed Board member effective April 29, 2019 to fill the vacancy for the term to end January, 2023. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Johnson, seconded by Weems to approve and authorize the Chairman to sign the special designated liquor permit for Big Red Liquor for a reception on June 1, 2019 at Harbor Lights with the stipulation that one person ID’s at the door and monitors throughout the event along with two bartenders. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Jared, who is the liaison from the Congressman Adrian Smith’s Grand Island office, gave a brief update to the County Board.

Advance notice and the agenda for the April 29, 2019 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April 26, 2019; and was also emailed to the media on April 26, 2019.

 

The agenda for the meetings to be held on Monday, May 6, 2019 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
