Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Johnson offered prayer. Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 29, 2019. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Woodruff, seconded by Johnson to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Lorie Koertner.

 

Motion by Henry, seconded by Weems to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 29, 2019. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Weems, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Henry, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Weems, seconded by Johnson to approve the motor vehicle tax exemption application submitted by Regency Retirement Community as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Mike Shore, owner of Big Red Liquor and Megan Dawson appeared to answer any questions concerning the special designated liquor application submitted for a bull riding event.

 

Motion by Henry, seconded by Johnson to approve and authorize the Chairman to sign the special designated liquor application submitted by Big Red Liquor for a bull riding event at North Platte Livestock Auction located at 2200 West 8th Street on May 24 & 25, 2019. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Judge Kent Turnbull introduced the new County Court Judge Joel Jay to the County Board.

 

Jared Lee and Bruce Stucky of Maranatha Bible Camp were present to discuss a request to install a security gate on the county road into Maranatha Bible Camp. Lee stated there is a rising need for security and protecting children at the camp. They will have 5000 kids by June and 12,000 people for the year and they are trying to mitigate threats. It would be more difficult and more expensive to secure each access from the county road into the camp. It is a dead end road and they allow Janice Schad an annual easement to cross their property by consent however her access is actually from the West.

 

The Commissioners expressed concern about it no longer being a public road once a gate is put on it. They would also be very hesitant about vacating the road if that process was being considered. The agenda item was for discussion only and no action was taken.

 

Motion by Henry, seconded by Woodruff to set May 28, 2019 at 10:00 A.M. to receive bids for Armor Coating Projects (LCDOR 2019-02). Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Johnson, seconded by Woodruff to approve and authorize the Chairman to sign a contract with Western Engineering Company, Inc. to perform the asphalt concrete paving project for the Lincoln County Department of Roads, titled Project LCDOR 2019-01. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry was excused.

 

Motion by Weems, seconded by Woodruff to approve and authorize the Chairman to sign two overtime grant applications (Click It or Ticket & Alcohol Enforcement) for the Lincoln County Sheriff’s Office to be submitted to the Nebraska Office of Highway Safety. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 3, 2019; and was also emailed to the media on May 3, 2019.

 

The agenda for the meetings to be held on Monday, May 13, 2019 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
