Meeting of the Lincoln County Board of Equalization to be held on August 19, 2019 at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.

- Approve minutes regarding the Lincoln County Board of Commissioners meeting
held August 12, 2019
- Consider the following:
- Claims & Treasurer’s Receipts
- Authorizing the Chairman to sign the 2017 VACO grant de-obligation letter
- Receive and order filed the fee report submitted by the County Sheriff
- Resolution directing the County Treasurer to issue tax sale certificates to Lincoln County on those parcels which are two years delinquent on real estate taxes or special assessments
- Authorizing the Chairman to sign an agreement with Martin J. Troshynski, attorney at law, whereby Mr. Troshynski would provide legal services in criminal matters, juvenile matters under subsections (1), (2), 3(a) and 3(b), mental health hearings, child support contempt, and paternity cases for indigent individuals found by the court to be entitled to representation
- Authorizing the Chairman to sign an agreement with William J. Troshynski, attorney at law, whereby Mr. Troshynski would provide legal series in guardianship and conservatorship matters for indigent individuals found by the court to be entitled to representation
Recess as the Lincoln County Board of Commissioners and convene as the Lincoln County Board of Equalization.

- Certificates of correction and refund as submitted by the County Assessor
Adjourn or recess to time certain as the Lincoln County Board of Equalization and reconvene as the Lincoln County Board of Commissioners.
- 9:20 A.M. Discuss and consider authorizing the Chairman to sign the special
designated liquor license applications for a beer sampling/tasting event on
September 14, 2019 at Pals Brewing Company as follows: 1) Nebraska Brewing
Company; 2) Johnnie Byrd Brewing Company; 3) BDS3C LLC DBA Flyover
Brewing Company; 4) Lost Way Brewery; 5) McFarland Family Farms, LLC DBA
Mac’s Creek Winery; 6) Brewery 719
- 9:30 A.M. Discuss and consider reappointment of the following Lincoln County
Planning Commission Members: Rodney Rayburn, Mitch Moorhead, Linda Hansen
and Roger Merritt
Discuss and consider an application by Renee M. Piper to vacate Maxwell Lake
Estates. The property is located in a TA-1 Transitional Agricultural District located
on East Shack Road east of North Platte north of I-80 and is described as a tract of
land in Government Lot 4 and accretions thereto in Section 22, Township 13 North,
Range 29 West of the 6th P.M., Lincoln County, Nebraska
Consider adoption of Resolution to vacate Maxwell Lake Estates
- 9:40 A.M. Continuation of review of General Assistance and Medical Assistance
Program Regulations /Standards for Lincoln County, Nebraska
- 10:10 A.M. Discuss and consider hiring an engineer to do a design and hydraulic
study on the Ingham bridge replacement project
- 10:20 A.M. Discuss and consider authorizing the Chairman to sign an underwriting
engagement and disclosure letter with D A Davidson for limited tax obligation bonds
for detention center expansion
- 10:45 A.M. Closed session concerning strategy session regarding litigation and to
protect attorney client privilege, which is clearly necessary to protect the public interest
Discuss and consider entering The county of Lincoln (County) into a settlement
agreement regarding a Complaint filed in the United States District Court for the
District of Nebraska, Case No. 4:17-cv-03044, against the County.
