Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell.   Henry offered prayer. Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Johnson, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 30, 2019.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Woodruff to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Henry to approve and authorize the chairman to sign the cash lease agreement 650442-addendum with Nebraska Department of Administrative services for office space at the Craft State office building for HHS.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Johnson to receive and order filed the fee report submitted by the Clerk of the District Court.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 30, 2019. Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Johnson to approve the certificates of correction & refund that were submitted by the County Assessor.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

County Treasurer, Shelli Franzen appeared.

 

Motion by Weems, seconded by Henry to approve the motor vehicle exemption application submitted by North Platte Catholic Schools on a 2014 Dodge Grand Caravan.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Henry to approve the motor vehicle exemption application submitted by Region II Services on a 2017 Ford Escape SE.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Weems, seconded by Johnson to approve and authorize the chairman to sign the special designed liquor license submitted by GL Concepts LLC for a wedding reception at Harbor Lights on October 26, 2019.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

No action was taken on entering The county of Lincoln, NE, into an acquisition contract with CHAR-MAR-LONG, LIMITED PARTNERSHIP, to acquire a permanent easement on approx. 5.14 acres, located on the North Half (1/2) of Section. 7, Township 13, Range 30 west of the 6th PM, Lincoln County, NE for the purpose of rebuilding a section of the West South River Road.

 

No action was taken on accepting a donation of a temporary easement from CHAR-MAR-LONG, LIMITED PARTNERSHIP, which is in approximately 0.07 acres, located on the North Half (1/2) of Section 7, Township Thirteen (13), North, Range 30 West of the 6th P.M. Lincoln County, Nebraska, for the purpose of rebuilding a section of the West South River Road.

 

The following bids on 3 new/used pickups for Lincoln County Department of Roads were received:

(1)  Bill Summers Ford:  New-F250 Reg. Cab, $83,406 with trade-ins and F250 Crew Cab, $93,027 with trade-ins.  (2) Janssen’s:  New- Ram 2500 Reg. Cab, $89,997 with trade-ins.

 

Motion by Johnson, seconded by Woodruff to approve the purchase of 3 new Regular Cab Pickups from Bill Summers for a total of $83,406 with 3 trade-ins.  Motion carried.

 

The following bids on 3 new/used dump trucks for Lincoln County Department of Roads were received:  (1)  Cornhusker International:  New-International HV507 Henderson/Mark E $359,447.00 with trade-in  (2)  Nebraska Truck Center Inc. – (There was only one unit for trade in – we will only be able to deduct $12,000 trade-in value from one unit for a net price to the county)  New-Western Star 4700 15’ Warren FL series – $118,487 bid price; New – Freightliner 1085D – $118,487 bid price; New – 2021 Western Star 4700 – $131,363 bid price; and New – Freightliner 108SD – $123,686 bid price.

 

No action was taken on the purchase of dump trucks, tabled until October 14, 2019 at 9:45 A.M.

The meeting was adjourned at 10:33 A.M.

 

Advance notice and the agenda for the October 7, 2019 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on October 4, 2019; and was also emailed to the media on October 4, 2019.

 

The agenda for the meetings to be held on Monday, October 14, 2019 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
