Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Weems offered prayer. Henry called the meeting to order at 9:00 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 8, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Johnson to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Johnson to adopt Resolution No. 2020-17 establishing a petty cash fund for the Lincoln County Clerk in the amount of $50. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to adopt Resolution No. 2020-18 establishing a petty cash fund for the Lincoln County Clerk of District Court in the amount of $200. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Johnson to approve and authorize the Chairman to sign the COVID-19 Change for the Lincoln County Section 125 Cafeteria Plan extending the grace period by 2.5 months. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to approve and authorize the Chairman to sign the right of way application submitted by Consolidated Companies, Inc. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Johnson to approve and authorize the Chairman to sign entering The county of Lincoln, Nebraska, into an Addendum To Local Political Subdivision Acquisition Contract with CHAR-LONG-MAR, Limited Partnership, regarding the South River Road Reconstruction Project. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to approve and authorize the Chairman to sign the right of way application submitted by McCook Public Power District. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Johnson to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:18 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Johnson, seconded by Weems to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 8, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Woodruff to enter into an agreement with USDA Wildlife Services from July 1, 2020 to June 30, 2021 in the amount of $30,846.56 and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Tony Ostrander did not appear on the tort claim submitted for damages. Highway Supt., Carla O’Dell, submitted a record showing the road had been bladed the day before.
Motion by Hewgley, seconded by Weems to take no action on the tort claim submitted by Tony Ostrander and pass it on to the county’s insurance carrier. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Discussion was held concerning entering “The county of Lincoln, in the State of Nebraska,” into a contract with “LEVEL LLC” for delivery of 11,150 tons of crushed granite to Lincoln County for the Cattle Growers Road Project. Discussion included insurance items on general liability and workmen’s comp as well as a Payment Bond. These items were not included in the bid specifications. The cost of these additional items will be $250 for Workmen’s Comp, $1500 for additional liability and $10,536.75 for the performance/payment bond which is 3% of the total contract.
Motion by Woodruff, seconded by Weems to authorize LEVEL LLC to acquire the needed insurance at the county’s expense as it was not included in the bid specifications.
Commissioner Hewgley clarified that the additional insurance amounts requested in the contract are per the county’s insurance carrier. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none
The Lincoln County Board of Commissioners recessed at 10:38 A.M. and reconvened at 10:40 A.M.
Motion by Hewgley, seconded by Weems to enter “The county of Lincoln, in the State of Nebraska, “into a contract with “LEVEL LLC” for delivery of 11,150 tons of crushed granite to Lincoln County for the Cattle Growers Road Project with an addenda to the contract to reimburse LEVEL LLC for the cost of the Performance/Payment bond in the amount of $10536.75, reimburse $250 for workmen’s comp insurance and to reimburse $1500 for additional liability insurance for a total of $12,286.75
Deputy County Attorney, Joe Wright, stated the additional bonds and insurance with reimbursement can be put into the contract.
Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Rebecca Rossell, Lincoln County Clerk, explained the current issue with the monthly billing process with Blue Cross/Blue Shield of Nebraska where the county and employees pay at the end of the month for insurance rather than the beginning of the month and have done so for 30+ years. Due to various reasons she is requesting the County Board to consider a proposal so the county can pay the premiums at the beginning of the month and not be detrimental to county employees who pay a portion of the premium. She will work on a proposed plan for the County Board to review.
Conduct quarterly jail inspection of the Lincoln County Detention Center.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 12, 2020; and was also emailed to the media on June 12, 2020.
The agenda for the meetings to be held on Monday, June 22, 2020 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
