Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry (by telephone due to Covid related issues), Kent Weems, Jerry Woodruff and Deputy County Clerk, Terry Heessel. Woodruff offered prayer. Vice Chairman Weems called the meeting to order at 9:03 A.M. Commissioner Johnson was absent.
Vice Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 9, 2020. Upon roll call vote Hewgley, Henry, Weems, and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Woodruff, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.
Motion by Hewgley, seconded by Woodruff to authorize the Vice-Chairman to sign the 2019-2020 information request letter to be sent to the Lincoln County Attorney. Upon roll call vote Hewgley, Henry, Weems, and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Woodruff, seconded by Hewgley to receive and order filed the fee report submitted by County Sheriff, County Clerk and Register of Deeds. Upon roll call vote Hewgley, Henry, Weems, and Woodruff voted “aye”. Nays, none. Johnson absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Hewgley seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 9, 2020. Upon roll call vote Hewgley, Henry, Weems, and Woodruff voted “aye”. Nays, none. Johnson absent.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Woodruff to approve setting the date of December 7, 2020 at 10:00 A.M. to receive roofing bids for Lincoln County Courthouse annex. Upon roll call vote Hewgley, Henry, Weems, and Woodruff voted “aye”. Nays, none. Johnson absent.
Sheriff Jerome Kramer and Chief Deputy Roland Kramer was present for the discussion of having the Lincoln County Sheriff’s Department to coordinate the security at the Lincoln County Courthouse and terminate the services with G4S. According to the agreement with G4S there is a notice of 60 days for termination. That is 60 days from the day they receive the letter.
Motion by Hewgley, seconded by Woodruff to authorize the County Attorney’s office to draft a letter to G4S to terminate services as of January 31, 2021. Upon roll call vote Hewgley, Henry, Weems and Woodruff voted “aye”. Nays, none. Johnson absent.
Deputy County Tom Courter was present to explain the grant the Lincoln County Sheriff’s Office application for compliance of seat belt and child safety seat usage in Lincoln County for November
16-29, 2020.
Motion by Woodruff, seconded by Hewgley to approve the Nebraska Department of Transportation Highway Safety mini-grant application as submitted. Upon roll call vote Hewgley, Henry, Weems and Woodruff voted “aye”. Nays, none. Johnson absent.

Motion by Hewgley, seconded by Woodruff to accept the resignation of Joe W. Wright as the Lincoln County HIPAA Privacy Officer and HIPAA Coordinator for Lincoln County. Upon roll call vote
Hewgley, Henry, Weems and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Woodruff, seconded by Hewgley to approve Resolution #2020-43 appointing Stephen King to be the Lincoln County HIPAA Privacy Officer and Lincoln County HIPAA Coordinator, appointing Shelli Franzen as the Vice-Chairman of the Lincoln County HIPAA Steering Committee, and appointing Julie Stenger to the Lincoln County HIPAA Steering Committee. Upon roll call vote Hewgley, Henry, Weems and Woodruff voted “aye”. Nays, none. Johnson absent.
Motion by Woodruff, seconded by Hewgley to go into closed session at 10:30 A.M. concerning strategy session regarding pending litigation and to protect attorney client privilege, which is clearly
necessary to protect the public interest. Upon roll call vote Hewgley, Henry, Weems and Woodruff voted “aye”. Nays, none. Johnson absent.
Vice-Chairman Weems restated the motion for the closed session.

Advance notice and the agenda for the November 16, 2020 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 6, 2020; and was also emailed to the media on November 13, 2020.
The agenda for the meetings to be held on Monday, November 23, 2020 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
