Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Bruns offered prayer. Weems called the meeting to order at 9:00 A.M.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 1, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Hewgley to receive and order filed the fee reports submitted by the County Clerk and Clerk of District Court. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Bruns to authorize the Chairman to sign the PCORI Quarterly Federal Excise Tax Return for Lincoln County. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye’. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared and County Treasurer, Shelli Franzen.
Motion by Bruns, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 1, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Bruns to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to approve the tax exemption application on real property submitted by Deborah’s Legacy Inc. as recommended for approval by the County Assessor. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:29 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Bruns, seconded by Woodruff to approve planning application No. SU21-003 by Willis and Greta Roethemeyer and Mark and Amy Luther for Prairie View Acres Administrative Subdivision located at 8322 and 8348 S Sagebrush Trail in an R-2 Urban Density Residential District on property described as Lots 8 & 9, Block 5, Prairie View Acres 2nd Administrative Subdivision and part of the NW ¼ of Section 33, Township 13 North, Range 30 West of the 6th P.M., Lincoln County, NE. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Carla O’Dell, Lincoln County Highway Supt., presented an informal quote from Shelco Asphalt & Paving in the amount of $12,614.00. This was the only quote that was submitted.
Motion by Henry, seconded by Hewgley to accept the informal quote of Shelco Asphalt & Paving in the amount of $12,614.00 for the overlay project at Fairway Estates Entrance, which is the county’s portion. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The following audit service proposals were submitted: State of Nebraska – Auditor of Public Accounts: Not to exceed $20,500 for fiscal years ending in 2021, 2022 and 2023; Dana Cole – $20,000 for 2021, $20,500 for 2022 and $21,000 for 2023 / Uniform Guidance – First Major Program $6000, each additional major program $3000.
Motion by Bruns, seconded by Hewgley to accept the proposal submitted by the State of Nebraska – Auditor of Public Account in the amount not to exceed $20,500 for fiscal years ending June 30, 2021, 2022 and 2023 and authorize the Chairman to sign the acknowledgement. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nay, none.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 4, 2021; and was also emailed to the media on June 4, 2021.
The agenda for the meetings to be held on Monday, June 14, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
