Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Bruns offered prayer. Weems called the meeting to order at 9:00 A.M.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 9, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Henry to authorize the Chairman to sign Change Order #6 for the Lincoln County Detention Center addition/remodel project. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Woodruff to authorize the Chairman to sign the Annual Certification for Highway/Street Buyback Program. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Bruns to authorize the Chairman to sign the right-of-way application submitted by Charter Communications. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Woodruff to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared as well as Deputy County Treasurer, Sheri Newton.

No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Henry to approve the motor vehicle tax exemption application submitted by the North Platte Opportunity Center as recommended for approval by the Deputy County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by American National Red Cross as recommended for approval by the Deputy County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Bruns to approve the motor vehicle tax exemption application submitted by the North Platte Opportunity Center as recommended for approval by the Deputy County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.
Susan Maline, CPA, presented the preliminary 2021-2022 Lincoln County Budget.
Discussed the process for filling the Lincoln County Treasurer vacancy concerning statutory requirements and where to advertise.
Motion by Hewgley, seconded by Bruns to advertise in the local media along with a notice being sent to the Nebraska Association of County Officials (NACO) for the position to be filled by the Lincoln County Board of Commissioners for the Lincoln County Treasurer vacancy. Applicants must meet current statutory requirements and should contact Tyler Volkmer in the Lincoln County Attorney’s Office for further information. Applications must be submitted to the Lincoln County Clerk’s Office by 4:00 P.M. on September 1, 2021. Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”. Nays, none.
Discussed designating individuals to serve as the following:1) Account Administrator, 2) Point of Contact for Reporting and 3) Authorized Representative for Reporting for the Coronavirus State & Local Fiscal Recovery Funds.
Chairman Weems asked the Personnel Committee to do some research and follow up on who would be the best person(s) to fulfill these roles.
Mike Boden and Judd Allen of the Nebraska Association of County Officials Benefit Services presented information on the new partnership with MASA Medical Transport Solutions. This benefit can either be payroll deducted or implemented by the county as a fringe benefit.

The County Board conducted a 2021-2022 Lincoln County budget work session.
The meeting was adjourned at 12:21 P.M.
Advance notice and the agenda for the August 16, 2021 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on August 13, 2021; and was also emailed to the media on August 13, 2021.
The agenda for the meetings to be held on Monday, August 23, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
