Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Chris Bruns, Jerry Woodruff and Deputy County Clerk, Terry Heessel.  Weems called the meeting to order at 9:00 A.M.  Bruns offered prayer.

 

Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements

Motion by Woodruff seconded by Bruns to approve the minutes of Lincoln County Board of Commissioners regular meeting on September 13, 2021.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Bruns seconded by Woodruff minutes of budget meeting held by the Lincoln County Commissioners held on September 13, 2021.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Bruns seconded by Hewgley minutes of the special meeting held by the Lincoln County Commissioners held on September 13, 2021, amending the last motion concerning the appointment of the new County Treasurer, Alex Gurciullo to:  Woodruff voted “nay”.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Woodruff to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Bruns to receive and order filed the fee reports submitted by Clerk of District Court and County Sheriff.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Woodruff the letter of appointment for Alex Gurciullo as Lincoln County Treasurer.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Henry to approve the special designated liquor permit submitted by La Casa Del Rios LLC for a wedding reception to be held at Lincoln County Ag Building on October 2, 2021.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Recess at 9:15 A.M. as the Lincoln County Board of Commissioners and convene as the Lincoln County Board of Equalization.

Motion by Woodruff, seconded by Hewgley to approve minutes of Lincoln County Board of Equalization meeting on September 13, 2021.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

No certificates of correction or refund were submitted by the County Assessor.

 

Motion by Henry, seconded by Bruns to approve the notice of valuation changes numbered 2021-67 to 2021-69 as submitted by the County Assessor.  Upon roll call vote Hewgley, Weems, Henry, Bruns and Woodruff voted “aye”.  Nays, none.

 

Adjourn at 9:21 A.M. as the Lincoln County Board of Equalization and reconvene as the Lincoln County Board of Commissioners.

 

Bunny and Patrick Hinde discussed the county accepting a portion of Fortune Hill Road.  They do have services that use the road to their home, and the address uses the road name.

 

Commissioner Hewgley gave history of the County’s position on privately owned roads (driveway).

Hewgley also asked if any other houses are on this road (driveway).

 

Mrs. Hinde stated not at this time, but there could be some time in the future.

 

Commissioner Henry stated that there are many similar situations in the county and if this was granted, then others will be requesting the same which would increase the work load and expenses for the county roads department.

 

Carla O’Dell, County Roads Superintendent stated that in the past, roads on owner’s properties, were given names, usually the owner’s name.  This is the case on this land, it was owned by a family with the last name of Fortune.

 

Commissioner Bruns asked if they are the only ones that use the road (driveway).  Mrs. Hinde stated that mail, trash, propane come to their house.  Neighboring land owners do use the road to access their fields.

 

Woodruff stated to the Hinde’s that the president is to not accept privately owned roads.

 

Hear concerns from Elected Officials, Department Heads and their representative.

 

The County Board conducted a quarterly inspection of the Lincoln County Detention Center.

 

Approve the following claims for payment.  Motion carried.

 

The meeting was adjourned at 12:05 P.M.

 

Advance notice and the agenda for the September 20, 2021 board meetings were sent to members of the county board, county attorney and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County Website on September 17,  2021; and was also emailed to the media on September 17, 2021.

 

The agenda for the meetings to be held on Monday, September 20, 2021 will be continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
