Micaela Wuehler was sworn in as Lincoln County Commissioner – District Three to fill the unexpired term of Bill Henry.
Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Hewgley offered prayer. Weems called the meeting to order at 9:00 A.M.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Bruns to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 8, 2021. Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”. Nays, none. Weems abstained.
Motion by Hewgley, seconded by Woodruff to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Woodruff to receive and order filed the fee report submitted by the Register of Deeds. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
No action was taken on the resolution to authorize the closure of the Lincoln County Jail Bond account at FNBO.
Motion by Bruns, seconded by Woodruff to authorize the Chairman to sign the contract with Level, LLC for granite pending completion of all documents by Level, LLC of their portion of the contract. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to authorize the Chairman to sign Form 35K, the County Lottery Annual Report to be sent to the Nebraska Gaming Commission. Upon roll call vote Hewgley, Weems, Bruns and Woodruff voted “aye”. Nays, none. Wuehler abstained.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Bruns, seconded by Woodruff to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real estate. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Bruns to approve the notice of valuation changes numbered 2021-70 through 2021-72 as submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:33 A.M. and the Lincoln County Board of Commissioners reconvened.
Lincoln County Planning Director, Judy Clark reported that the agenda item to discuss and consider an application by SWEG, LLC for Blakely 2nd Administrative Subdivision located at 1360 Fairway Avenue in an R-2 Urban Density Residential Area. The property is described as Lot 21, Prairie View Estates Subdivision in part of Section 33, Township 13 North, Range 30 West of the 6th P.M., Lincoln County, NE was not completely correct. The legal description was correct but the applicants are Michael & Alison Noffsinger, Avinash Pasam, and Indira Priya Toom not SWEG, LLC. Planning staff have no objection to the application.
Motion by Bruns, seconded by Woodruff to approve the application submitted by Michael & Alison Noffsinger, Avinash Pasam and Indira Priya Toom for property described as Lot 21, Prairie View Estates Subdivision in part of Section 33; Township 13 North; Range 30 West of the 6th P.M., Lincoln County, NE. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Bruns to approve the 2021 Visitors Bureau Improvement Grant funding requests made by the North Platte/Lincoln County Visitor’s Bureau Advisory Board as follows: $600,000 – D & N Event Center; Tennis/Pickleball Courts – $12,500; and $5365 – Lincoln County Historical Museum.
Commissioner Bruns asked for clarification that the addition at D & N would provide adequate space for sporting events.
Commissioner Woodruff explained that funding will be released in increments to the D & N Event Center as the project progresses.
Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Commissioner Hewgley voted “aye” on two projects but abstained from the vote on D & N Event Center due to conflict of interest.
Deputy County Attorney, Tyler Volkmer, stated that he had put the agenda item on to discuss and consider publication of notice of funding and setting initial deadlines for receipt of applications for the State & Local Fiscal Recovery Funds (SLFRF). Several board members had indicated they would like the process to proceed. The County Board has identified priorities for funding. The bill for possible infrastructure projects to be included is still in committee. A notice stating the County Board is accepting applications and that they will be available in the County Clerk’s Office would be the next step. An application form has been created by the Nebraska Association of County Officials.
Commissioner Hewgley questioned if there should be a deadline for applications. He suggested the ad hoc committee meet again to work on guidelines and forms.
Commissioner Woodruff suggested possible compensation, using SLFRF funds, to individuals that are taking on extra duties for the administration of these funds.
Commissioner Hewgley asked that the notice and publication be held off another week for the committee to bring back more concrete plans for the publication document.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 12, 2021; and was also emailed to the media on November 12, 2021.
The agenda for the meetings to be held on Monday, November 22, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.
