Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Wuehler offered prayer. Weems called the meeting to order at 9:00 A.M.
Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 15, 2021. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to adopt Resolution No. 2021-39 authorizing the County Board Chairman to sign the Year End Certification of County Highway Supt. for 2021. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Wuehler to receive and order filed the fee report submitted by the County Sheriff in the amount of $14,280.23. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Bruns to cancel the December 27, 2021 Commissioners meeting. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to authorize the Chairman to sign the right-of-way application submitted by HGK Cattle Company/Gothenburg Irrigation & Well Service. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Woodruff to authorize the Chairman to sign the special designated liquor permit submitted by GL Concepts LLC dba The Good Life for an event at Harbor Lights on December 11, 2021. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Hewgley to authorize the Chairman to sign Amendment 1 to the USDA Wildlife Services Agreement to increase funding from $32,079.63 to $42,109.63 for the 12 month work period that ends on June 30, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Bruns, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 15, 2021. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
Motion by Woodruff, seconded by Bruns to approve the notice of valuation change number 2021-073 as submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:23 A.M. and the Lincoln County Board of Commissioners reconvened.
Discussed a lease agreement or purchase agreement on a mailing system for Lincoln County. County Board Assistant, Tammy White, gave a report of her findings. She contacted three vendors for informal bids: Pitney Bowes, Quadient and Datapech. If the leasing option is chosen, informal bids were not necessary. Tammy recommended leasing the Pitney Bowes machine.
Commissioner Wuehler concurred with her recommendation to lease the machine as technology changes so rapidly.
Commissioner Bruns asked if the mailing system would handle bulk mail.
White responded that the Pitney Bowes mailing system will handle the bulk mail.
Motion by Bruns, seconded by Woodruff to lease a mailing system from Pitney Bowes for 63 months at the rate of $328.87 per month. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The County Board discussed the initial Commissioner redistricting proposal from gWorks, using 2020 Census data as required per Nebraska State Statute §32-553(1)(c). Additional work sessions will be held to work on the redistricting process.
Motion by Bruns, seconded by Hewgley to go into closed session at 10:09 A.M. concerning strategy session regarding imminent litigation and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Chairman Weems restated the motion for the closed session.
Motion by Woodruff, seconded by Hewgley to go into open session at 10:36 A.M. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Bruns, seconded by Woodruff to approve the settlement with CSOM regarding tax sale certificate P-19-124. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Hear concerns from Elected Officials, Department Heads and their representative.
Motion by Woodruff, seconded by Hewgley to approve the following claims as presented for payment with the correction of the amount to Brown Construction Inc. to increase by $3.00 to a total of $75,089.10. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 19, 2021; and was also emailed to the media on November 19, 2021.
The agenda for the meetings to be held on Monday, November 29, 2021 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
