Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell.  Commissioner Weems offered prayer. Bruns called the meeting to order at 9:00 A.M.

 

Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Wuehler, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 23, 2022.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Weems to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with Deputy County Treasurer, Sheri Newton.

 

Motion by Hewgley, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 23, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Woodruff, seconded by Weems to approve the notice of valuation changes numbered 2022-01 & 2022-02 as submitted by the County Assessor.  .  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Wuehler to approve the motor vehicle tax exemption application submitted by American Red Cross and recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

 

Jerry Feist of the USDA Wildlife Services appeared to present the proposed Work/Financial Plan with U.S. Dept. of Agriculture Wildlife Services from July 1, 2022 to June 30, 2023.  He also presented a summary report of activity for the current year.

 

Commissioner Hewgley stated that for the last couple of years the county has not had a good return on our investment in looking at the usage numbers.  He suggested the department needs to advertise this service to the public.

 

Commissioner Wuehler questioned if any of the expense was passed down to the landowner.

 

Feist replied yes depending on the type of service.  The county dollars pay salary but the property owner is charged for chemicals, etc.

 

Commissioner Woodruff commented that one of the benefits is having this service is for those that need it, can call anytime.

 

Commissioner Weems stated the county also needs to advertise this service is available.  The program needs time for the new person to acclimate.

 

Motion by Woodruff, seconded by Weems to authorize the Chairman to sign the Work/Financial Plan with the U.S. Dept. of Agriculture Wildlife Services from July 1, 2022 to June 30, 2023 for $42,079.48.

 

Commissioner Hewgley requested a five-year activity report and a cost analysis for the last five years.

 

USDA personnel commented they have spent a lot of time in Dawson County this year and that the wildlife specialist position was not filled until March 2022.

 

Commissioner Bruns stated that this is a transitional year and suggested looking at the numbers at the next renewal.

 

Upon roll call vote Weems, Wuehler, Bruns and Woodruff voted “aye”.  Hewgley voted “nay”.  Motion carried.

 

Motion by Hewgley, seconded by Weems to set June 20, 2022 at 10:00 A.M. as a date and time for public hearing to amend the Lincoln County fiscal year 2021-2022 budget due to refinancing of bonds.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

County Assessor, Julie Stenger, told board members that with the passage of LB 644 one of the new requirements is that every parcel is to receive a postcard if the county, City of North Platte, Mid Plains Community College or North Platte Public Schools have an increase using the formula specified in the legislation.

Commissioner Weems reported that from the zoom meeting held by NACO for budget items he understood that the cost of postcards working with the Nebraska Print Shop would be 51 cents each.

 

County Clerk, Rebecca Rossell, commented that the other political subdivisions would need to reimburse the county for their portion of the cost as per legislation.

 

Commissioner Weems asked Stenger if she had contacted the local printer. He also realizes due to the volume and short time frame to produce the postcards that the county needs to get on the list.

 

Board Assistant, Tammy White, stated that she had checked with the postal service about a bulk mail permit but the county would not qualify due to the daily average of mail pieces required.

 

Motion by Hewgley, seconded by Woodruff to designate Nebraska Print Services as the print shop for LB 644 budget postcard services.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

Lt Penny Ball, Lincoln County Detention Center and Sheriff Kramer appeared to discuss inmate housing contracts with various counties.

 

Ball told the County Board that she had modified the contract with a 3-tier rate.

 

Commissioner Weems asked if we had the authority to refuse a prisoner from another county.

 

Ball replied that is not stated in the contract, but we have refused prisoners from other counties.

 

Commissioner Hewgley commented that he felt this should be put in the contract.

 

Sheriff Kramer reminded them that all medical expenses are paid for by the contracting county.  There is a section of the contract that indirectly addresses this matter.

 

Chief Deputy, Rolly Kramer, stated that they already have signed contracts for this year, but they could add additional wording to the agreement for next year.

 

Motion by Weems, seconded by Wuehler to authorize the Chairman to sign interlocal agreements on housing inmates for Chase, Cherry, Cheyenne, Dawes, Deuel, Dundy, Furnas, Garden, Hayes, Hitchcock, Hooker, Kimball, Logan, Perkins and Thomas counties.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

Deputy County Attorney, Tyler Volkmer had been in contact with the Nebraska Public Employees Retirement System legal counsel concerning the employees of the North Platte/Lincoln County Visitors Bureau forming a 501 (c) 6 non-profit.  The county will have to pay for the study that NPERS is requesting either way.

 

Motion by Woodruff, seconded by Weems to approve the expense for an actuarial study which is necessary per Neb. Rev. Stat. §23-2306 for the North Platte/Lincoln County Visitors Bureau employees.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

The meeting was adjourned at 11:12 A.M.

 

Advance notice and the agenda for the May 31, 2022 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 27, 2022; and was also emailed to the media on May 27, 2022.

 

The agenda for the meetings to be held on Monday, June 6, 2022 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
