Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell. Wuehler offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Woodruff, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 18, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Woodruff to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Hewgley to authorize Chairman to sign special designated liquor license application submitted by GL Concepts LLC DBA Good Life on the Bricks for a wedding reception on August 22, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The interlocal agreement with Keith County to house inmates at the Lincoln County Detention Center was tabled to make a wording change to the agreement.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Weems, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 18, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real estate. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to approve the letters of explanation for late filings of homestead exemption applications submitted by Donna Keithly, John Smith, and Francis Vieyra. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to approve the motor vehicle tax exemption applications submitted by North Platte Opportunity Center as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Wuehler, seconded by Weems to approve the motor vehicle tax exemption applications submitted by American National Red Cross as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Wuehler to approve property valuation protest change numbered 2022-008 as submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization recessed at 9:27 A.M. and the Lincoln County Board of Commissioners reconvened.
Presentation by Jayna Schaff of Community Connections on the FY 2023 Community based Juvenile Services and Supplemental Enhancement Grant.
Motion by Hewgley, seconded by Woodruff to authorize the Chairman to sign the FY 2023 Community based Juvenile Services and Supplement Enhancement grant application in the amount of $57,572.00. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to authorize the Chairman to sign a special designated liquor license application submitted by Feather River Vineyard for a class
reunion on August 6, 2022, at Feather River Vineyard. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.
Emergency Management Director, Brandon Myers, gave the quarterly report for April 1 through June 30, 2022.
Motion by Weems, seconded by Wuehler to authorize the Chairman to sign SFY 2022 Victims of Crime Act (VOCA) Grant Award (2 Parts) – Year 2 in the amounts of $13,000
and $50,013. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”. Nays, none.

SLFRF applications received by Lincoln County. (Application numbers 11-22.)
