Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff, Deputy County Clerk, Terry Heessel. Micaela Wuehler offered prayer. Bruns called the meeting to order at 9:00 A.M.
Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 5, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Woodruff, and Bruns voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Woodruff, Wuehler, and Bruns voted “aye”. Nays, none.
Motion by Hewgley, seconded by Woodruff to deny claims submitted by various attorneys on the wrong claim form. Those claims can be resubmitted upon the correct forms. Upon roll call vote Hewgley, Weems, Woodruff, Wuehler and Bruns voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to receive and order filed the following fee reports: Clerk of District Court $9,881.63, Register of Deeds $21,981.85, and County Clerk $709.50. Upon roll call vote Hewgley, Weems, Wuehler, Woodruff and Bruns voted “aye”. Nays, none.
Motion by Wuehler, seconded by Weems to appoint Jason Schultz and Melissa Wilson to the Lincoln County Employee Safety Committee. Upon roll call vote Hewgley, Weems, Wuehler, Woodruff and Bruns voted “aye”. Nays, none.
Motion by Woodruff, seconded by Wuehler to authorize the Chairman to sign the representation letter concerning the 2022 Lincoln County audit. Upon roll call vote Hewgley, Weems, Wuehler, Woodruff and Bruns voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with Deputy County Treasurer, Sheri Newton.

Motion by Hewgley, seconded by Woodruff the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Wuehler, Woodruff and Bruns voted “aye”. Nays, none.
Motion by Wuehler, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Wuehler, Woodruff and Bruns voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.
Jayna Schaaf, Executive Director of Community Connections presented the FY 2023-2024 Community-based Juvenile Services Aid (CB) grant for consideration.
Motion by Weems, seconded by Woodruff to authorize the Chairman to sign the FY2023-24 Community-based Juvenile Services Aid (CB) grant. Upon roll call vote Hewgley, Weems, Wuehler, Woodruff and Bruns voted “aye”. Nays, none.
Sheriff Kramer was present to discuss the acceptance of bids on four pickup trucks for the Lincoln County Sheriff’s Office from Janssen. Originally, he questioned the allowances for the trade-ins, but after looking into the matter, he fills the figures from Janssen is in line with today’s market. He also requests that the Lincoln County Sheriff’s office continues with the rotation system that is currently in place.
Motion by Woodruff, seconded by Weems to accept the bid on four ½ ton, crew cab, 4dr, 4-wheel drive pickups for the final amount of $71,120.00 with trades. Upon roll call vote Hewgley, Weems, Wuehler, Woodruff and Bruns voted “aye”. Nays, none.
Lee Davies presented a layout plan for the newly acquired District 11 Probation Offices along with a renovation estimate. The security system is not included. The total cost of the renovations will not be known until it goes out to bid.
Commissioners questioned the security system.
Booker Boyer told the Board that the security system is a stand alone system. Lee Davies stated the security is not in the estimate that he presented.
Motion by Hewgley, seconded by Weems to set February 6, 2023, at 10:00 AM to receive bids on the renovation of the building at 103-111 N Dewey which will house part of the District 11 Probation Office. Upon roll call vote Hewgley, Weems, Wuehler, Woodruff and Bruns voted “aye”. Nays, none.
Bids were received for Motor Grader Blades. 1) Titan Machinery total of $39,943, delivery in 45 days; 2) Wear Parts & Equipment total of $36,880, delivery in 40 days; 3) NMC total of $27,399.19, delivery 45-60 days to Hershey and North Platte only or increase of the quantity of the 8’ blades to 80 from 50, to meet lower shipping requirements to free, this changes the total amount to $30,959.74. Superintendent. Jason Schultz and Assistant Brian Glos review the bid and recommended the acceptance of the bid from NMC for the quantity in the bid specifications for $27,399.19.
Motion by Woodruff, seconded by Weems to accept the bid from NMC for motor grader blades for the total amount of $27,399.19. Upon roll call vote Hewgley, Weems, Wuehler, Woodruff and Bruns voted “aye”. Nays, none.
Motion by Weems, seconded by Wuehler to go into closed session at 10:36 A.M. to discuss pending litigation. Upon roll call vote Wuehler, Hewgley, Weems, Woodruff and Bruns voted “aye”. Nays, none.
Chairman Bruns restated the motion for the closed session.
Motion by Weems, seconded by Woodruff to go into open session at 10:46 A.M. Upon roll call vote Hewgley, Weems, Wuehler, Woodruff and Bruns voted “aye”. Nays, none.

Advance notice and the agenda for the December 12, 2022, board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall, and the Lincoln County website on December 9, 2022; and was also emailed to the media on December 9, 2022.
The agenda for the meetings to be held on Monday, December 19, 2022, will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
