Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley,
Willis Roethemeyer, Board Assistant, Tammy White and County Clerk, Rebecca Rossell.
Roethemeyer offered prayer. Chairman Hewgley called the meeting to order at 9:02 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review
and the County Board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County
Board of Commissioners meeting held on October 4, 20101. Upon roll call vote Deterding and
Hewgley voted “aye”. Nays, none. Deterding absent.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts.
Upon roll call vote Roethemeyer and Hewgley voted “aye”. Nays, none. Deterding absent.
Motion by Roethemeyer, seconded by Hewgley to approve the right of way permit submitted by Lynn
Brittenham. Upon roll call vote Roethemeyer and Hewgley voted “aye”. Nays, none. Deterding
absent.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee reports submitted by
the County Treasurer, County Clerk, Clerk of District Court, County Court, County Sheriff and
Register of Deeds. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Deterding
absent.
Motion by Roethemeyer, seconded by Hewgley to approve the substitution of securities by First
National Bank as pledged to the County Treasurer. Upon roll call vote Roethemeyer and Hewgley
voted “aye”. Nays, none. Deterding absent.
Commissioner Deterding arrived at 9:13 A.M.
Motion by Roethemeyer, seconded by Deterding to receive and order filed the Final Report of 2008
Distress Warrants issued in Lincoln County, Nebraska as submitted by the County Treasurer. Upon
roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to receive and order filed the report from the County
Treasurer on property taxes which are uncollectible and need to be stricken per Nebraska State
Statute 77-1738. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to authorize the Chairman to sign a supplemental
agreement with TranSystems for Project RRZ-1390 (3), State Control No. 61416 (Front Road Grade
Separation). Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of
Equalization convened.

County Treasurer, Sue Fleck and County Assessor, Mary Ann Long was present.
Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the Lincoln County
Board of Equalization meeting held on October 4, 2010. Upon roll call vote Deterding, Roethemeyer
and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to authorize the Chairman to sign the certificates of
correction and refund as submitted by the County Assessor. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve the motor vehicle tax exemption
application submitted by Great Plains Regional Medical Center as recommended for approval by the
County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays,
none.
Motion by Roethemeyer, seconded by Deterding to approve the motor vehicle tax exemption
application submitted by North Platte Opportunity Center as recommended for approval by the
County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays,
none.
The Lincoln County Board of Equalization recessed at 9:23 A.M. and the Lincoln County Board of
Commissioners reconvened.
Jack Gier, Lincoln County Building & Ground Supervisor, asked the board to consider an energy
study for the courthouse. He suggested a survey for efficiency of heating and cooling systems. Two
of the current boilers are from the 1960’s and 1 was bought in 1984. He is hopeful the county would
be able to qualify for some energy grants.
Commissioner Hewgley commented it is getting harder to find parts for the boilers and that it would
be good to plan ahead.
Commissioners Roethemeyer and Deterding concurred.
Commissioner Hewgley suggested sending out a request for proposals with multiple phases for the
project.
Gier will work with Commissioner Deterding on the request for proposal and report back to the board.
Motion by Deterding, seconded by Roethemeyer to recommend approval to the Nebraska Liquor
Control Commission for the special designated permit submitted by Chef Lalanne LLC for an event to
be held at the Golden Spike Tower on November 11, 2010. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
Kirk Nichols (Construction Project Manager/Owners Representative) and Carol Rouw of Treanor
Architects (appearing by phone) gave a construction update of the Lincoln County Jail Project.

The meeting was adjourned at 11:29 A.M.
Advance notice and the agenda for the October 11, 2010 board meetings were sent to members of
the County Board, County Attorney and all others requesting the same. Notice was posted at the
Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on October 18, 2010 were kept continually current and open
for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County
Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room
at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the
Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
