Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and Deputy County Clerk, Terry Heessel. Henry offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 6, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to place on file the fee reports submitted by Register of Deeds and County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to authorize the Chairman to sign the grant award and special conditions for Community Based Juvenile Services Aid through the Nebraska Crime Commission. Upon roll Call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve the special designed liquor permits submitted by Sculley LLC for receptions on July 2, 9 & 16, 2016 at the Lincoln County Fairgrounds and July 30, 2016 at two locations; Creekside Event Center and Harbor Lights. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve and adopt Resolutions No. 2016-18 & 2016-19 to enter into Interlocal Agreements with Perkins and McPherson County, Nebraska for housing inmates at the Lincoln County Detention Center. Authorizing the County Chairman to sign. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 6, 2016. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Henry to approve the motor vehicle tax exemption application submitted by Bethel Evangelical Free Church as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve the notice of valuation changes numbered 2016-075 thru 2016-078 as submitted by the County Assessor. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:24 A.M. and the Lincoln County Board of Commissioners reconvened.
Randy Saner of the Lincoln/Logan/McPherson County Extension Office, requested approval to hire an Extension Office Assistant and guidance on salary. This position became available because the previous employee’s retirement. The new individual is preferred to have a bachelors’ degree, but will consider an individual with an associates’ degree.
Motion by Henry, seconded by Deterding to approve the hire of an Extension Office Assistant position at a wage of $34,000 a year with a review in 6 months. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Amy Herrick, Lincoln County Ag Society, was present to request approval of Special
Designated Liquor Licenses for events at the County Fairgrounds. The County Fair Board is to take training on serving alcohol and are working with the Sheriff’s office for security.
Motion by Henry, seconded by Deterding to approve the special designated liquor permits submitted by the Lincoln County Ag Society for an event on July 22 & 23, 2016 held at the Great Western Bank Arena and an event on July 22, 2016 held at the raceway grandstand. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Brandon Myers, Lincoln County Emergency Manager, requests adopting a Resolution for Lincoln County to enter into an Interlocal Agreement with Dundy and Hitchcock County to create a Region Fifty-One Emergency Management Agency. The agreement would provide optimum service from those agencies and sets forth the monetary terms of the foregoing Interlocal Agreement.
The question of transportation within Dundy and Hitchcock was questioned. Myers stated that he is working with the counties to provide transportation.
Motion by Deterding, seconded by Henry to adopt Resolution 2016-20 entering The county of Lincoln into an Interlocal Agreement creating the Region Fifty-One Emergency Management Agency with Dundy and Hitchcock Counties to provide optimum service from its emergency management agencies within the jurisdiction of the foregoing name counties and entering The county of Lincoln into the Region Fifty-one Monetary Agreement for Emergency Management Agency Services with Dundy and Hitchcock Counties, which sets forth the monetary terms of the foregoing Interlocal Agreement. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the June 13, 2016 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 10, 2016; and was also emailed to the media on June 10, 2016.
The agenda for the meetings to be held on June 20, 2016 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
