Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry and County Clerk, Rebecca Rossell. Henry offered prayer. Chairman Henry called the meeting to order at 9:00 A.M. Commissioner Hewgley was absent.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 30, 2017. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to receive and order filed the fee reports submitted by the County Clerk and Clerk of District Court. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve the special designated liquor permits submitted by Sculley LLC for receptions to be held at Harbor Lights on March 4, April 8, April 22 and May 20, 2017. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with County Treasurer, Sue Fleck.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on January 30, 2017. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction and refund as submitted by the County Assessor on personal property. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Henry, seconded by Deterding to approve the motor vehicle tax exemption application submitted by First Baptist Church of North Platte as recommended for approval by the County Treasurer. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Deterding, seconded by Henry to set February 27, 2017 at 10:00 A.M. for Public Hearing date on a “Proposed Repeal of Section 4.15 AH –Airport Hazard/Approach Overlay District” of the “Zoning Regulations of The county of Lincoln, Nebraska,” received by this Board on January 23, 2017, from the Lincoln County Planning Commission [Commission] through Resolution No. AM16-001, which was adopted by the Commission on January 10, 2017, and furthermore instruct the Lincoln County Clerk to have the Public Hearing advertised (Notice of Public Hearing given) as required by law. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to set February 27, 2017 at 10:30 A.M. for a Public Hearing date on a “Proposed Initial Zoning of Airport Hazard Area under the Airport Zoning Act” and the Airport Hazard Area Map received by this Board on January 23, 2017, from the Airport Zoning Commission for The county of Lincoln [Airport Zoning Commission] through Resolution No. AM16-002, which was adopted by the Airport Zoning Commission on January 10, 2017, and furthermore instruct the Lincoln County Clerk to have the Public Hearing advertised (Notice of Public Hearing given) as required by law. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve entering The county of Lincoln, in the State of Nebraska, [County], into an agreement with Paulsen Inc. to construct a concrete trail concerning Lincoln County Bike Trail Phase II 2016, Schedule 1 and authorize the Chairman to sign. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve entering The county of Lincoln, in the State of Nebraska, [County], into an agreement with Paulsen Inc. to construct a concrete trail concerning Lincoln County Bike Trail Phase II 2016, Schedule 2 and authorize the Chairman to sign. Motion by Deterding, seconded by Henry to approve the appointment of the following individuals to serve on the Lincoln County Extension Board for a three year term: Troy Hopping, Suzanna Klaasmeyer &Tracy Olson. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Motion by Deterding, seconded by Henry to approve going into closed session at 10:05 A.M. concerning strategy session regarding litigations and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Deterding and Henry voted “aye”. Nays, none. Hewgley absent.
Chairman Henry restated the motion for the closed session.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on February 3, 2017; and was also emailed to the media on February 3, 2017.
The agenda for the meetings to be held on Monday, February 13, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
