Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Henry called the meeting to order at 9:04 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 5, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to receive and order filed the fee reports submitted by the Register of Deeds, Clerk of District Court and County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign a letter to Ameritas cancelling the group vision VSP insurance policy effective July 1, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign a participation agreement for NACO Benefits Services VSP vision block plan effective July 1, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the GIS maintenance and support services contract for the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign an agreement with Marcia Trego for referee services for property valuation protest hearings. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve the Interlocal agreement with the City of North Platte for fuel for the Lincoln County Department of Roads from July 1, 2017 to June 30, 2018. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve the notice of valuation changes numbered 2017-028 thru 2017-030 as submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the quote for an electrical upgrade for the Lincoln County Building & Grounds Department shop with Snell Services in the amount of $4991.00. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign a Nebraska Office of Highway Safety 4th of July alcohol enforcement grant in the amount of $8,400.00. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Sue Fleck, Lincoln County Treasurer, received quotes for two copiers for her office:
Eakes – $9037 and Capital Business Systems – $5,730.
Motion by Hewgley, seconded by Deterding to approve to accept the bid of Capital Business Systems in the amount of $5,730 for two copiers for the Lincoln County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 10:48 A.M. and reconvened at 12:00 P.M.
The County Board met with other elected officials and department heads.

Advance notice and the agenda for the June 12, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 9, 2017; and was also emailed to the media on June 9, 2017.
The agenda for the meetings to be held on Monday, June 19, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
