Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 26, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to approve and authorize the Chairman to sign the County/City Lottery sales outlet renewal application for North Platte Hospitality, Inc. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared as well as County Treasurer, Sue Fleck.
Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 26, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Henry to approve the motor vehicle tax exemption applications submitted by Community Action Partnership of Mid Nebraska and West Central District Health Department as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.
The Lincoln County Noxious Weed Board held a joint meeting and joint public hearing with the Lincoln County Board of Commissioners to hear public comment and receive written comments regarding designating the Yellow Flag Iris (scientific name being Iris pseudacorus) to be under the Lincoln County Control Program (noxious weed in Lincoln County).
The Lincoln County Noxious Weed Board opened their meeting and took roll call. Members present were Justin Gosnell, Justin Roberts, Ron Aden and Darold Miller. Bob Nedrig was absent.

Chairman Deterding opened the public hearing for the Lincoln County Board of Commissioners at 9:33 A.M.
Todd Herndon, Lincoln County Noxious Weed Superintendent, reported that the Yellow Flag Iris is growing and spreading rapidly. There is not a lot here yet but will spread downstream quickly if not controlled. There are areas on Lake Maloney, the outlet canal at Lake Maloney and some on the North Platte River between Sutherland and North Platte. Herndon requested two exhibits be marked for the record.
Commissioner Hewgley stated the main concerns would be having the seeds come downstream and spreading and trying to isolate it.
Herndon replied that is floating down the North Platte River.
Commissioner Henry asked what would be used to control it.
Herndon responded that it is best controlled in the spring and summer. Aquatic Roundup works as well as the restricted herbicide to control it.
Commissioner Hewgley questioned if we had the chemical and equipment to do the job.
Herndon replied affirmatively. He stated the plant is toxic to cattle and can cause skin irritation on humans.
Exhibits 1 & 2 were accepted by the Lincoln County Board of Commissioners.
Lemoyne Farmer asked if it could be spread by birds.
Herndon responded that it can be spread by birds. The seeds can float up to 120 days.
Darold Miller, Noxious Weed Board Chairman, commented the sooner we can get started the easier it is to control.
Chairman Deterding closed the public hearing at 9:44 A.M.
Amy Divine appeared to discuss the tort claim filed for the loss of her son’s cell phone while up in District Court. The phone was stolen by someone else leaving the court room. A police report was made and a person was arrested but the phone was not returned.
Sheriff Kramer stated there is signs on all the outside doors, elevator, etc. letting the public know there is no phones in the courtroom. He does believe that restitution is due but not from Lincoln County.
Commissioner Hewgley suggested contacting the Victim/Witness director to see if they could give any assistance on this matter.
Motion by Hewgley, seconded by Henry to table the tort claim filed by Amy Divine and suggest following up with the Victim Witness Director. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
County Board received the recommendation from the Lincoln County Security
Committee in regards to establishing “Lincoln County Security Procedures.”
Motion by Henry, seconded by Hewgley to approve and adopt Resolution No. 2018-06 establishing the “Lincoln County Security Procedures.” Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign to enter The county of Lincoln [County] into an amended escrow agreement with Mid-Nebraska Community Foundation, Inc., [Foundation], and Title Services of the Plains, LLC, [Escrow Agent], regarding the County receiving matching funds from the Foundation concerning the project known as “Lake Maloney Hiking and Biking Trail, Phase IV.” Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the April 2, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 30, 2018; and was also emailed to the media on March 30, 2018.
The agenda for the meetings to be held on Monday, April 9, 2018 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
