Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 27, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared and Sue Fleck, County Treasurer.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 27, 2014. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the certificates of correction or refund on real property submitted by the County Assessor and authorize the chairman to sign. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle tax exemption application submitted by Great Plains Regional Medical Center and North Platte Catholic Schools as recommended by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the motor vehicle tax exemption application submitted by Berean Church of North Platte and First Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.
Susan Maline, CPA, discussed the lid limit concerning the building fund and the upcoming Phase II of the Courthouse HVAC project.
Jerry Hitchcock, Lincoln County Highway Superintendent, gave a brief overview of the equipment at the county road department and the average age of the equipment. Repairs are expensive due to the age of the equipment. He stated that the demands on the roads have increased substantially over the years. He understands the budget constraints and limits but needs to get an equipment budget re-established for the road department.
Commissioner Roethemeyer commented that equipment needs to be outside the spending lid but would have to be done thru the legislature.
Commissioner Hewgley agreed that since we have been under the spending lid it has crippled the counties.
Commissioner Roethemeyer talked about possibly looking at contracting out services in the future.
Commissioner Hewgley questioned a possible levy override.
Susan Maline, CPA, answered that it has to be voted on by the people and is a one-time thing.
Brad Moline and Dan Eastburn of Allo Communications appeared to discuss the request for service before the Board of Commissioners.
There is no contract, just a request for services that will guarantee prices thru May 31, 2019 and will result in a substantial decrease in rates if we switch to Allo. The cost will be $538.59 per month.
Tammy White, Board Assistant, stated we are currently paying 20 cents a minute for long distance and the best rate submitted by other companies was 7 cents per minute and Allo is offering 5 cents per minute.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the Request for Service with Allo Communications. Upon roll call vote Roethemeyer, Hewgley and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the June 2, 2014 was sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, June 9, 2014 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
