Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:04 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 6, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to place on file the fee reports submitted by County Court, Register of Deeds, Clerk of District Court, County Treasurer, County Sheriff and County Clerk. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve and authorize the chairman to sign the maintenance/support services agreement with WebGIS for one year for the Lincoln County Clerk’s Office. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:18 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 6, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.
At 9:30 A.M. the sale was opened to receive bids on the below described parcels of real estate that are owned by The county of Lincoln, Nebraska:
i. Lot Five (5) and the west 40 feet of the vacated street, Harrison Street, adjoining Lot
Five (5) (see instrument No. 2002 05492, recorded at the Lincoln County Register of
Deeds’ Office of Lincoln County, Nebraska), Block Eighteen (18), Original Town, Brady, Lincoln County, Nebraska. There is no street address to the description, but the vacated portion of Harrison Street lies south of the south line of River Street and the Lot is on the west side of the vacated street and is the second to last lot on the vacated street when proceeding in a southerly direction.
ii. Lot Six (6) and the west 40 feet of the vacated street , Harrison Street, adjoining Lot Six (6) (see instrument No. 2002 05492, recorded at the Lincoln County Register of Deeds’ Office of Lincoln County, Nebraska), Block Eighteen (18), Original Town, Brady, Lincoln County, Nebraska. There is no street address to the description, but the vacated portion of Harrison Street lies south of the south line of River Street and the lot is on the west side of the vacated street and is the last lot on the vacated street when proceeding in a southerly direction.
Tammy Taullie asked if the accretion ground was included.
Deputy County Attorney, Joe Wright, responded that the county is not making any allegation that the accretion ground goes with the property.
The sale was closed at 9:38 A.M.
Motion by Deterding, seconded by Roethemeyer to approve the sale of Lots 5 & 6 as described above to Sam & Tammy Taullie, joint tenants, in the amount of $360 per lot for a total of $720 and issuance of quitclaim deed(s). Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve the issuance of quitclaim deed on each of the above described parcels of real estate and authorize the Board Chairman to sign the quitclaim deed(s) on behalf of The county of Lincoln, Nebraska. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve with favorable recommendation an application by Neff Investments LLC dba Airport Inn Restaurant located at 5400 East Lee Bird Drive, North Plate, Nebraska, for a Catering License through the Nebraska Liquor Control Commission. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve the special designated liquor permit submitted by Lincoln County Agricultural Society for an event to be held at the fairgrounds on July 26 & 27, 2013 as submitted. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve the special designated liquor permit submitted by Lincoln County Agricultural Society for an event to be held at the fairgrounds on July 24 & 26, 2013 as submitted. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve the special designated liquor permit submitted by Lincoln County Agricultural Society for an event to be held at the fairgrounds on July 27, 2013 as submitted. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve and set June 10, 2013 at 10:00 A.M. as a time to receive bids for one new or used mid-size SUV with a trade-in for the Lincoln County Surveyor’s Office. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve and adopt Resolution 2013-11 authorizing the Chairman to enter into Extended Preliminary Engineering Services Agreement (BK 1314) on Supplement No. 1 on Project No. RRZ-1390(3), Control No. 61416 (Birdwood Grade Separation.) Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the May 13, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, May 20, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
