Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 29, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve and authorize the Chairman to sign the Lincoln County Vision Plan renewal with National Insurance Services from July 1, 2013 to June 30, 2014. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve and authorize the Chairman to sign the Lincoln County Life & Long Term Disability renewal with National Insurance Services from July 1, 2013 to June 30, 2014. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve the substitution of securities by NebraskaLand National Bank as pledged to the County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared along with County Treasurer, Sue Fleck.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 29, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
Motion by Deterding, seconded by Roethemeyer to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools & Riverside Baptist Church as recommended by the County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve the motor vehicle tax exemption application submitted by GPRMC as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.
Lisa Burke, Executive Director of the Visitor’s Bureau, Dave Harrold, representing the Original Town Association and Clarine Eickhoff representing the Visitor’s Bureau Advisory Committee reported that this is the first multi-year grant they have awarded. The grant is for a 5 year plan with the Original Town Association in the amount of $505,613 for the National Center for Container Art & Architecture.
Motion by Deterding, seconded by Roethemeyer to approve and authorize the chairman to enter this Board into a 2012-2013 Improvement Fund Grant Agreement with Original Town Association, Inc., and authorize the Lincoln County Board Chairman to sign the 2012-2013 Improvement Grant Agreement, including a duplicate original of the 2012-2013 Improvement Grant Agreement, for the Lincoln County Board of Commissioners. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve and authorize the Chairman to enter The county of Lincoln, Nebraska, into a written contract with Topkote, Inc., in regards to the Armor Coating Project for the Lincoln County Department of Roads, Project No. LCDOR 2013-2, and authorize the Lincoln County Board Chairman to sign the written contract, including a duplicate original of the written contract, for The county of Lincoln, Nebraska. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The county is currently renting storage space and wants to investigate if it would be more economical for the county to build a storage unit on county property.
Commissioner Roethemeyer suggested drawing up specifications so the county to accept bids on it.
Commissioner Hewgley asked if a pole barn with metal cover would be acceptable.
Commissioners Deterding & Roethemeyer both commented that this type of unit would be more economical.
Commissioner Hewgley then asked about location.
Commissioner Deterding suggested the fenced in area at the County Road Department.
Commissioner Hewgley suggested that the Noxious Weed lot might be another option.
After discussion it was decided that County Board members will tour two locations separately being considered for a possible county storage unit.
Motion by Deterding, seconded by Roethemeyer to approve the proposal from MRJ
Engineering on Project C-56(0207) to do bridge design load rating and hydraulic study
on Stark bridge over Birdwood Creek southwest of Sutherland, NE located in Section
26; Township 15N; Range 33W. Upon roll call vote Deterding, Roethemeyer and
Hewgley voted “aye”. Nays, none.
The County Board recessed at 10:20 A.M. to tour the two possible locations for a county
storage unit.
The County Board reconvened at 11:00 A.M.
Following the tour, the County Board decided that the County Road Department location
would be the best site in the fenced area.
Motion by Roethemeyer, seconded by Deterding to approve and authorize the Chairman to investigate and proceed with drawings and specifications (with size to be determined) for a storage unit to be used by the county with a metal exterior which will be put out for bid. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the May 6, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, May 13, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
