Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 9, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve acceptance of informal bid from Morland Enterprises LLC in the amount of $3980.00 for descaling tank less water heaters at the Lincoln County Detention Center and authorize the Chairman to sign. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to place on file the fee reports submitted by the County Treasurer and County Sheriff. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
County Assessor, Julie Stenger appeared.
Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 9, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.
Representatives of Nebraska Public Power District appeared to update the County Board on the 345KV transmission line project with an estimated completion date of September, 2018.
Brian Herrick and Casey McMann appeared to answer any questions the board may have concerning the special designated liquor permit. Herrick stated they would check ID’s and either uses a stamp or wrist band.
Sheriff Kramer had no objections to the permit.
Motion by Henry, seconded by Deterding to approve the special designated liquor permit application submitted by Yellow Rose Bar of Curtis, Nebraska, for a reception to be held at Harbor Lights on April 4, 2015. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
A public hearing was opened at 10:00 A.M. to receive comments on the One & Six year Road Plan of Lincoln County, Nebraska.
Highway Superintendent, Jerry Hitchcock, gave a brief summary of both the One Year Plan and the Six Year Plan.
Eric Seacrest complimented the county on some of the current projects that are near completion and for giving attention to all parts of the county in regard to road maintenance. He suggested the county look at Eugene Avenue in the near future as well.
The public hearing was closed at 10:39 A.M.
Motion by Deterding, seconded by Henry to approve to adopt the Lincoln County One & Six Year Road Plan as presented. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Henry to approve going into closed session at 11:03 A.M. regarding a strategy session concerning pending litigations, and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
Chairman Hewgley restated the motion for the closed session.
Motion by Deterding, seconded by Henry to approve going into open session at 12:03 P.M. Upon roll call vote Deterding, Henry and Hewgley voted “aye”. Nays, none.
The County Board met with other elected officials at noon.

Advance notice and the agenda for the February 17, 2015 were sent to the county board and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, February 23, 2015 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
