Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White, Deputy County Attorney, Joe Wright and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 14, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve the special designated liquor permit application submitted by Fraternal Order of Eagles #2839 for the Ducks Unlimited Banquet to be held at the fairgrounds on March 26, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the NebraskaLand BizConnect Internet Banking Service Agreement for direct deposit. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to receive and order filed the fee reports submitted by the County Sheriff and Register of Deeds. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the resolution approving a decrease in securities by Wells Fargo Bank as pledged to the County Treasurer. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:16 A.M. and the Lincoln County Board of Equalization convened.

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.
Steve Maly of Maly Marketing and Brian Patterson, IT Director, appeared to give a presentation to launch the “New” Lincoln County website and GIS system. The website address remained the same: www.co.lincoln.ne.us.
A public hearing was opened at 10:00 A.M. to receive comments on the One & Six Year Road Plan of Lincoln County, NE.
Jerry Hitchcock, Lincoln County Highway Supt., made a presentation and gave a brief description of each project on the plan.
Frank Fleecs questioned what the holdup is on the Sutherland Bridge?
Hitchcock replied that environmental documents are part of the delay and there has not been an official public hearing that will need to be scheduled with the State of Nebraska.
Eric Seacrest congratulated them on the Birdwood project, encouraged participation with the City of North Platte for roads around the city, and asked them to look at South River Road which runs between Buffalo Bill and Highway 83. He presented a letter from Dan Mauk, North Platte Area Chamber & Development Corp., also asking them to consider how to handle the increased traffic on South River Road once the Buffalo Bill extension opens.
Lisa Burke, North Platte/Lincoln County Convention & Visitors Bureau Director, also expressed concern about tourists using South River Road to get to the Buffalo Bill Ranch and Golden Spike with the Buffalo Bill extension opens. People are using technology such as smart phones to find the quickest route to a destination and it will take them down this gravel road.
Pat Keenan owns a business near South River Road. He also requested the county to consider working with the City of North Platte to pave this road.
Commissioner Roethemeyer inquired if property owners would be willing to participate in the cost of construction to pave this road.
Keenan responded that it was possible. They might be open to any type of plan that would get it paved faster.
The public hearing was closed at 11:00 A.M.
Motion by Hewgley, seconded by Roethemeyer to adopt the One & Six Year Road Plan for Lincoln County, NE as presented. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Kirk Nichols (Construction Project Manager/Owners Representative) gave a construction update on the Lincoln County Sheriff’s Office & Detention Center.
Motion by Roethemeyer, seconded by Hewgley to go into closed session at 11:20 A.M. concerning strategy regarding potential litigation and to protect attorney-client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Chairman Deterding restated the motion for the closed session.
Motion by Hewgley, seconded by Roethemeyer to go into open session at 12:10 P.M. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the February 22, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, February 28, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:15 A.M.
